Village of Tularosa-Workshop-January 14, 2008

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, January 14, 2008 after the scheduled Special Meeting which started at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova, Trustee Patrick Garcia, Trustee Margaret Trujillo, Trustee Thomas McKean, as well as Village Clerk Dianna Brusuelas.

Absent: Trustee Gloria Sainz

Mayor Ray Cordova dispensed with the Pledge of Allegiance since it was recited before the Special Meeting.

Items of discussion were items listed in the Agenda to be presented at the Regular Meeting of January 15, 2008.

Under unscheduled correspondence & public comments a member of the public inquired about a protest the village filed on transferring his water right T-6 to a distance of 200' and was requesting that the Village drop the protest. Trustee Margaret Trujillo asked if the gentleman was only changing the point of diversion. The gentleman was asked to present himself on next months agenda where a decision would be made.

Also under unscheduled correspondence Mr. Dan Abercrombie updated the Village Board of Trustees on the water hearing taking place in Alamogordo.

Mr. Abercrombie advised the board that the water table will fall 70%. and asked the Village to make a presentation as a friend of the court or a third party. Mr. Abercrombie also stated that the Village is not getting water from Alamogordo as thought. The explanation Mr. Abercrombie presented was when a farmer uses water it goes into the ground and recharges the water table; then another farmer uses the same water and it goes into the ground again so it recharges again but if the water is taken by Alamogordo it will be taken to Alamogordo and will not recharge our basin. Mr. Abercrombie wanted to make a point to the court that not just Alamogordo is the future of the basin that everyone including Tularosa, the Tribe and the Ditch Corporation are the future.

Trustee Thomas McKean and Trustee Margaret Trujillo both agreed that there should be presentation as the hearings of the 29th and 30th of January at the District Court.

Trustee Thomas McKean informed the board that we are the only county in the State of New Mexico that has a 2 drop of our wells, everyone else is less.

Trustee Margaret Trujillo talked about changes to the Police Department policy manual and the Village policy relating to the Standard Operating Procedures at the police department.

A workshop was set up for Tuesday January 22, 2008 at 6:00 to view the Sign and Dangerous Dog ordinance.

Mr. Don Ogden requested a Workshop with the Board on the Zoning Ordinance.

The Village of Tularosa Workshop adjourned at 9:30 P. M.
