Village of Tularosa - April 14, 2009

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, April 14, 2009 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova, Trustee Fred Tyler, Trustee Patrick Garcia, Trustee Thomas McKean, Trustee Gloria Sainz as well as Village Clerk Dianna Brusuelas-Guilez.

Mayor Ray S. Cordova called the Workshop to order asking that all rise and join in the Pledge of Allegiance.

Items presented at the Workshop were items that will be presented at the Regular Meeting of April 15, 2009 which include:

Consideration of Agenda and Consent Agenda
Unscheduled correspondence and Public Comments
Don Powell-Grant sign variance. Approved by Planning and Zoning Commission on April 2, 2009
Rich Gutierrez-Approval of Adoption of Resolution 2008-2009-19 Adopting Community Development Block Grant Policies
Mayor Cordova-Approve appointment of R. Ken Selman as Lt/Detective at $15.50 per hour with 6 months probation; date of hire 3/23/09
Alamo Disposal-Request increase in garbage rates
Request to pay Casa del Sol $675.00 for containers assigned to village areas

Trustee Fred Tyler questioned a transfer of $19,040.43 from the General Fund. Village Clerk Dianna Brusuelas-Guilez explained that it was money receipted from the insurance into general fund and the $19,040.43 was the portion for the damages done at the Waste Water plant to the boat, windows etc. The next question was on page 8 Keep Tularosa Beautiful for a Dog Kennel and Choice Treats. It was requested to check and have an answer for the Regular Meeting. On page 9 a $600.00 item for tools, the question was what kind of tools.

Discussion ensued on the Solid Waste. Trustee Gloria Sainz asked if the training would come out of the $22, 500.00 grant or the loan money. Trustee Fred Tyler asked if there was a contract with Mr. Byers for the consulting on the pads at the yard and the training. The response was no.

Mr. Steven Garcia asked about blocking Fresno and 2nd and Granado and 2nd on April 27, from 10:00 - 12:00 and 1:00 - 3:00 for the Head Start Program . Mr. Garcia was advised to get with the Chief and Mr. Tim Duran to set up barricades.


Village Clerk Dianna Brusuelas-Guilez asked about setting up a Budget Hearing for May. A decision was made to hold the hearings May 5, 2009 at 6:00 P. M. and a copy of the balanced budget would be given to each Department Head and the members of the Board before the 5th.

Trustee Thomas McKean said he talked to the Mayor about installing wireless at the Community Center for the archeology event on the 9th of May.

Trustee Thomas McKean asked when Mr. Matt Mirabal would be going to the academy. Chief Virgil Mayberry stated that he would be going to Hobbs and paying for his own schooling.

Discussion on moving forward and replacing the nonworking fire hydrants, installing a sewer line by Mr. Castles and the line on Pilar Chavez Lane.

Trustee Fred Tyler moved to adjourn at 7:40 P.M. and was seconded by Trustee Pat Garcia.

With no further business the Workshop adjourned.
