Workshop- April 19, 2011
The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, April 19, 2011 at 6:00 p.m. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.
Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Patrick Garcia
Absent: Trustee Gloria Sainz
Trustee Joseph Lueras
Also present was Village Clerk Dianna Brusuelas-Guilez, Richard Gutierrez Grants
Coordinator and Police Chief R. Ken Selman.
At 6:05 P.M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the pledge of Allegiance.
Items presented at the Workshop were items that will be presented at the Regular Meeting of April 20,2011 which include:
Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Approval of Budget Adjustment Request 2011-2 to cover end of Fiscal Year Expenses
Approval of Resolution 2010-11-15 Increasing the Budget in the Older American Program, Library and Keep Tularosa Beautiful
Toby and JoAnn Caje-Readjust water bill and fix water meter leakand cover hole
Eileen Keyes-(1) Concerning non-refund of Utility deposit (2) Having to pay for sewer when the service is not connected (3) wish to post a public notice notifying people of the Senior trash discount
Mayor Ray Cordova-Approval of appointment of Beverly Flores as Office Assistant - Date of Hire 4/7/2011 - Rate of pay $10.00 per hour with 6 months probation.
Chris Masters - Current Senior Citizen Facility
Mayor Ray Cordova - Approval of Temporary Employment Agreement with Susan Flores as per Chapter II, Section 20-01,Paragraph E of the Village of Tularosa Personnnel Policy at $10.00 per hour from April 1, 2011 through June 30,2011
Mayor Ray Cordova-Approval of Temporary Employment agreement with Patrick Wooten as per Chapter II, Section 20-01, Paragraph E of the Village of Tularosa Personnnel Policy at $7.50 per hour from April 1,2011 through June 30,2011
Keith Blazer-Requesting a variance to the 12'6" side street set back moving it to 7'9" - to allow for and addition to existing residence
Dianna Brusuelas-Guilez-Allow to purchase handhelds, cradles, software, and labor for Uitility billing for approximately$22,150.00 plus tax
Chief Selman-Approval purchase of software, training, conversion of old files for Police Department and requesting funding of approximately $17,013.00
Mayor Ray Cordova-Approval of additional $1,000.00 for Keep Tularosa Beautiful travel line item
Dianna Brusuelas-Guilez-Approval of Adoption of Ordinance 243 Providing for Flood Damage Prevention
Trustee Fred Tyler-Approval by Board of Trustees to recommend a request be presented to Otero County Commision requesting that County Emergency Manager be retained as the Village's Flood Management Official after effective date of Flood Management Ordinance
Dianna Brusuelas-Guilez-Request to schedule Budget Workshop for Tuesday, May 10, 2011 at 1:30 P.M. in the Court/Conference Room
Trustee Fred Tyler asked if bids were submitted before hiring Rogers Tree Service to trim trees at the library, response was yes.
Trustee Fred Tyler asked if the village went out to bid before hiring Blue Collar Construction, response was no but that he had the State Purchasing Agreement and we could go on the state's bids.
Next was Ms. Killer updating the Mayor and Board of Trustees on the Centennial Celebration and the WPA building and mentioned that Tularosa will have 150 years
Thomas McKean announced the Observance of the Memorial Day on May 30, 2011.
Thomas Mckean reported that a person has a holding pond up by the Trularos Creek. Mayor Cordova advised that the Tularosa Ditch Corporation has to handle that but that the Village of Tularosa will most definately support their efforts.
Mr. Chris Masters asked for an update on the Community Center. Mr. Masters advised the Tularosa Board members that their current building has been sold but extended the lease until the end of June. It was decided to do a walk through with the Mayor, Board Members and Chris Masters from HELP New Mexico. The walk through was scheduled for May 9, 2011 around 2:00. Mr. Master stated that they had applied for the Kellog Grant for a youth project.
Mayor Cordova announced that there would be a Spring Clean Up May 13-23, 2011.
Mr. Keith Blazer appeared before the board asking for a side street set-back variance presenting letters from neighbors showing that none of them had a problem with the fence.
The workshop ended at 7:37 P.M.
