Regular Meeting - April 11, 2012

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, April 11, 2012 at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Patrick A. Garcia
Trustee Fred Tyler
Trustee Gloria R. Sainz
Absent: Trustee Joseph Lueras

Also present was Village Attorney Jefferson Rhodes, Dianna Brusuelas-Guilez Village Clerk, Richard Gutierrez Grants Coordinator.

At 7:05 P. M. Mayor Ray S. Cordova called the meeting to order asking that all rise and join him in the Pledge of Allegiance and the Salute of the Flag of the State of New Mexico.

Item 1. Consideration of Agenda and Consent Agenda

Trustee Patrick Garcia moved to approve the Agenda and the Consent Agenda. Trustee Fred Tyler seconded the motion.

Roll Call Vote: Trustee Garcia, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members present voting aye.

Item 2. Unscheduled Correspondence and Public Comments

First to come before the Mayor and the Board was Ms. Joan Price inviting all to the 4th Annual Tularosa Basin Historical Conference on May 11th, 12th and 13th.

Mr. Thomas McKean also made a presentation and invited all to the Veteran's Day Observance May 28, 2012 at 11:30.

Mr. Rick Gutierrez asked for a consensus of the board for approval of the South Easter NM Economic Development administrative contract for Professional Services. The Board agreed that it would probably be approved when brought up at the next meeting.

Trustee Fred Tyler thanked the departments who provided their monthly reports.

Trustee Patrick Garcia thanked all the employees stating that with only 39 employees in the whole village and no raises for years he had to commend each and everyone. Mayor Cordova agreed that everyone is very dedicated.

Item 3. Nicki Zamora/Amanda Venya-St. Francis Mayordomos-Requesting extra patrol and placement of barricades on Friday (5/4/12) for Coronation and Dance at Fiesta Grounds from 7:30-12:00 midnight; Saturday (5/5/12) for Procession at 5:00 P. M. & Sunday (5/6/12) Fiesta Grounds

Village Clerk Dianna Brusuelas-Guilez said she had received a call earlier in the day and that the Mayordomos would not be present at the meeting but would like their item to be considered. Mayor Cordova said he would suggest that they get together with the Police Chief and the maintenance yard with the Fiesta schedule.

Trustee Fred Tyler moved to approve the barricades and the extra patrol for the St. Francis fiesta weekend.

Trustee Patrick Garcia seconded the motion.

Item 4. Rick Gutierrez-Approval of Resolution 2011-2012-15 authorizing the application for the Colonia's Infrastructure Act

Trustee Patrick Garcia moved to approve and was seconded by Trustee Gloria R. Sainz.

Roll Call Vote: Trustee Garcia, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members present voting aye.

Item 5. Emma Gagliani-Lizard Ranch Road-Road Maintenance

Ms. Gagliani complained to the Mayor and the Board about Lizard Ranch Road saying that there is a lot of trash, mesquite and a barbed wire fence. Mayor Ray S. Cordova said he would put a work order in to clean the road but if the road is a private drive the village cannot work on it.

Item 6. Trustee Patrick Garcia-Requesting start date for taking tops off of KTB rose garden signs

No action.

Item 7. Trustee Fred Tyler-Approve White Sands Shrine Club sponsoring Rose Festival Parade and Arts & Crafts show in May 2013

Mr. Jake Yoeder representing the White Sands Shrine Club asked about re-starting the Rose Festival Parade. A date at the beginning of June was discussed so as not to be so close to the St. Francis Fiesta. The parade route was also discussed.

Trustee Fred Tyler moved to approve the White Sands Shrine Club sponsoring the Rose Festival Parade and Arts & Crafts show the 1st Saturday in June.

Trustee Patrick Garcia seconded the motion.

Item 8. Old Business

Attorney Jeff Rhodes brought up the Smith issue with the Tularosa Community Ditch Corporation's proposal, the village has not intervened.

Mr. Rhodes also said he was not able to get any information on the contractor, Mr. Barnes, who did the work on Sierra Blanca. Mr. Rhodes wondered if it would be worth the cost.

Trustee Fred Tyler wondered if anyone got a hold of the property owners on Central Avenue the old Otero's gas station to remove the metal awning.

Trustee Patrick Garcia asked about the old propane place on Central and asked if the Code Enforcer could send out letters. Mayor Cordova said that Ralph Otero usually contracts with the owner to clean up.

Trustee Patrick Garcia asked Rick Gutierrez to include Park Bathrooms on the ICIP list. All agreed to make it the 3rd priorty.

Trustee Fred Tyler moved to adjourn and was seconded by Trustee Gloria Sainz. There being no further business to come before the board the meeting adjourned at 7:47 P. M.
