Workshop-April 15, 2014

 

The Mayor and the Board of Trustees of the Village of T:ularosa met in a Workshop setting on Tuesday, April 15, 2014 at 6:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM.

Present: Mayor Ray S. Cordova
Trustee Patrick Garcia
Trustee Ronald Cooksey
Trustee Robert Sainz

Absent: Trustee John 'Ray' Telles

Also present for the workshop was Village Clerk Dianna Brusuelas-Guilez, Village Attorney Jefferson Rhodes and Grants Coordinator Richard Gutierrez.

At 6:00 P. M. Mayor Ray Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Items presented at the Workshop are items that will be presented at the Regular Meeting of April 16, 2014 which include:

Consideration of Agenda and Consent Agenda

Unscheduled Correspondence and Public Comments

Jennifer & Gilbert Gaston-Request traffic control for the St. Francis Fiesta on May 10th and 11th 2014

Hadley Yates-Presentation of the Greater Tularosa

Jody Garcia-Sauder-Miller & Associates-Presentation and request approval of Amendments to contract

Discussion of Overtime hours

Information: Resignation of David Sanchez effective April 2, 2014

Tiffany Koenig-Request to cut down tree on Durazno & 8th Street-Postponed from March to April meeting

Rachel Thomas-Many Paws Rescue-clarify our role toward this goal without repercussions impeding the missions statement of Many Paws Rescue and goals of the village

Cecil Lynn-(1) Request annexation of 20-plus acres to Village of Tularosa (2) Request connection to village water system.

Property has had city water since 1975 (will exchange water rights for 17 acres)

Valarie Delgad0-Approval of adoption of Resolution 2013-2014-23 Budget Adjustments-Increases and Decreases

Dianna Brusuelas-Guilez-Approval of adoption of Resolution 2013-2014-24 for improvements to the property at 385 Central

Approval of adoption of Resolution 2013-2014-25-Colonias Infrastructure Project Fund Loan/Grant Agreement documents for $849,982.00

Trustee Patrick Garcia asked about recognizing the Tularosa High School Cheerleaders at the next regular meeting. Trustee Garcia said he would get the names from the Cheerleaders coach so that certificates could be prepared.4

Trustee Patrick Garcia wanted to publicly congratulate Dana Lopez on the Motor Vehicle Award she received from the state.

Mayor Ray Cordova advised that Mr. Richard Gutierrez received a call from Mr. Herrell from Otero County asking support in placing a women's prison in the southern part of town. Trustee Patrick Garcia said that even though it would bring in jobs he felt the board should get the opinion of the townspeople and needed input as to what type of facility and the exact location.

Concerns about overtime were discussed. Mayor Ray Cordova said he had come up with some options. (1) Comp Time-time off for time worked which is already in section 40.09 of the policy. (2) Overlapping work shifts, maybe rotating monthly (3) Option of hiring a contractor (4) Making the positions salaried. Village Clerk Dianna Brusuelas-Guilez advised that Fair Labor Standards Act has a test you have to pass before making a position salaried. Attorney Jeff Rhodes said that was correct. (5) Have Supervisor track hours weekly, by tracking 29 hours Monday thru Friday then the 11 hours standby time will equal 40 for that pay week. Trustee Robert Sainz asked if a certification is needed to do Standby. The response was to monitor the water and sewer plants, yes, but they could be Level I's, the village now has two Level III's.

Prestina Chavez, Senior Center Director said she was doing good in her department. If her employees have to work a dance or something out of the ordinary she sends them home early or gives them time off.

Chief of Police Charles Wood said Comp Time can get a village into trouble. Village Clerk Dianna Brusuelas-Guilez said years ago the village got into the trouble of accumulated Comp Time and that is when the board voted to not allow Comp Time to accumulate.

Ralph Otero, Custodial Supervisor, said he has no trouble with comp time nor over time.

Mike Gaston, Solid Waste Supervisor, said Pat Wooten only gets overtime when he works the holidays and that it is minimal.

At 6:55 Ronald Cooksey moved to adjourn and was seconded by Trustee Patrick Garcia.
