Workshop-August 15, 2011

The Mayor and the Bord of Trustees of the Village of Tularosa met in a Workshop setting on Monday, August 15, 2011 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM.

Present: Mayor Ray S. Cordova

Trustee Patrick Garcia

Trustee Gloria Sainz

Trustee Joseph Lueras

Trustee Fred Tyler

Also present was Village Clerk-Treasurer Dianna Brusuelas-Guilez and Richard Gutierrez Grants Coordinator.

At 6:03 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the State of New Mexico.

Items presented at the Workshop were items that will be presented at the Regular Meeting of August 15, 2011 which include:

Consideration of Agenda and Consent Agenda

Unscheduled Correspondence and Public Comments

Approval of Resolution 2011-12-05 Budget Increases to the Street Fund, Keep Tularosa, Tularosa Public Library and Fire Fund

Information: Approval of application for Municipal Arterial Program (MAP) funds in the amount of $159,896.00 for the project scope "Reconstruction & Misc Roadway Improvements of Radio Road-from Riata Road to the intersection of St. Francis Drive

Rick Gutierrez-Request HVAC maintenance agreement to be put out for bid

HELP-New Mexico-approval of License Agreement with HELP NM

Request authorization of expenditure of funds for appraisal of facility at 1050 Bookout - Community Center

Direct Attorney to prepare Lease with HELP NM for the building located at 1050 Bookout - Community Center

Dianna Brusuelas-Guilez-Request permission to destroy records on attached list as per the Records Retention & Disposition Schedule of the State of New Mexico

Executive session as per Section 10-15-1(H) of the Open Meetings Act, subject to attorney-client privilege pertaining to threatened or pending litigation regarding Mike Davalos

Action to concur with Motion presented

Consideration of application for re-zoning the property at 900 & 914 Railroad Avenue from Industrial and Residential to Commercial

Chief Selman-Approval of promotion of Matthew L. Mirabal to the position of Corporal with a salary increase from $12.50 to $14.75

Enforcement of Resolution 2010-2011-16 reference 1006 Marshall

Trustee Fred Tyler questioned page 1 of the bills list for the purchase of Scentsey air freshener. Village Clerk Dianna Brusuelas-Guilez responded that it was purchased because of awful smells sometimes in the office. Then on page 7, capital improvements for the water plant design phase from Gannet Fleming and wondered if the engineering was complete. Mr. Rick Gutierrez said he would get a copy of the Preliminary Engineering Report.

There was mention of the bright borders around some of the rose bushes along the highway.

Several members of the board asked Mayor Cordova about having the Code Enforcement Officer send letters to the property owners on the NW corner of 1st Street, a house on Sierra Blanca and the old Luevano house also on 1st Street. Trustee Fred Tyler also suggested making Susan Flores a Code Enforcer for her 20 hours a week and having the court clerk take care of the duties of the community service coordinator, since court is only being held approximately one time a week. Mayor Cordova asked Trustee Tyler to put his proposal in writing and see if the board wants to pass it.

At 6:40 P. M. Trustee Fred Tyler moved to adjourn and Trustee Joseph Lueras seconded the motion.
