Workshop-August 20, 2013

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, August 20, 2013 at 6:00 P. M. in the Court-Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Also present was Village Clerk Dianna Brusuelas-Guilez and Rick Gutierrez Grants Coordinator.

At 6:07 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Items presented at the Workshop are the items that will be presented at the Regular Meeting of August 21, 2013 which include:

Consideration of Agenda and Consent Agenda

Unscheduled Correspondence and Public Comments

Mayor Cordova-Approve appointment of Ronald Cooksey as Trustee for the remainder of the term vacated by Trustee Joseph Lueras

Appointment of Voting Dedegate and Alternate for the 56th Annual Conference of the NM Municipal League

Mayor Ray Cordova-Approve appointment of Paul A. Estrada as Police Officer with 6 months probation at $13.50 per hour. Hire date 7/25/2013

John Montoya, Fire Chief-Request to use village property by water plant for an additional Fire Station

Trustee Fred Tyler 1) Status of Water Plant repairs 2) Real Estate proposal on property at 101 Central 3) FEMA map revision 4) Contracts to repair replace fire hydrants 5) cell tower contract

Village Clerk Dianna Brusuelas-Guilez said that the Rotary Club of Tularosa was going to apply for a grant to purchase Christmas decorations for the village. The grant would not be for this year but for the following year. Discussion then turned to the Lumanaria program during Christmas. It was decided that an outreach should be established around October possibly getting school students and businesses involved to bring the program to what it used to be.

Trustee Patrick Garcia was pleased that the coliform water issue was resolved and letter was sent to the public.

Trustee Fred Tyler asked Chief Chuck Wood about the expense of seven (7) new pistols. Chief Wood explained that all the officers are now carrying their own personal guns and with the village purchasing the pistols all officers will now be carrying the same ones of the same caliber.

Chief Wood asked the Mayor and the Board that he was willing to give up his 7th officer position in order to give the other 6 positions a raise. Freeing up $39,520 from that positon and using part of the salary position that Village Clerk Dianna Brusuelas-Guilez was willing to give up would fund the increase. Trustee Patrick Garcia said he feels all other departments should also pitch in and give up a percentage. Mayor Cordova asked about the Senior Center. Village Clerk Dianna Brusuelas-Guilez said they would have to give up 1/2 of a position just like her department would do.

Mayor Ray S. Cordova asked Chief Wood if the new hiree, Paul Estrada was certified. Chief Wood said he would need a 40 hour refresher course and test.

At 6:53 Trustee Gloria Sainz moved to adjourn.

There being no further business the workshop adjourned.
