Workshop-December 15, 2008

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, December 15, 2008 at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova, Trustee Fred Tyler, Trustee Patrick Garcia, Trustee Gloria Sainz. Also present was Dianna Brusuelas, Village Clerk, Monica Voorbach, Payroll/Purchasing and Sally Singleton, Utility Billing Clerk.

Absent: Trustee Thomas McKean.

Mayor Ray S. Cordova called the meeting to order at 7:05 P. M. asking that all rise and join in the Pledge of Allegiance.

Items presented at the Workshop were items that will be presented at the Regular Meeting of December 16, 2008 which include:

Consideration of Agenda and Consent Agenda
Unscheduled correspondence and Public Comments
Approval of Application for Extension of Time on the transfer of 4.05 acre feet from T-6 into T-3861, the project to integrate all wells into a combined permit
Award leasing of three Water Rights
Approval of Resolution 2008-09-13 Adopting the State Plan for Deferred Compensation
Approval of Ordinance 231 amending Section 150.01 of the Tularosa Code providing for a five member Planning & Zoning Commission and to publish by Title & Subject Matter
Approval of Ordinance 232 approving the sale of 35.209 acres by the Village of Tularosa to Anjora Corporation, a Texas Corporation and to publish by Title & Subject Matter
Trustee Fred Tyler-What is Village of State Policy about advertising private businesses within Village Office foyer?

Trustee Fred Tyler asked about the business registration list, wondering if the village should require other communication companies to pay franchise taxes. The question will be asked to the village attorney at the Regular Meeting tomorrow.

Sally Singleton, Village Utility Billing Clerk asked how to handle the water bill at 1001 Monte Vista stating that she has written a letter asking Ms. Gipson to come in and make payment arrangements and she has not. It was suggested sending her another letter thanking her for her payment but letting her know what the consequences will be. of additional late fees if she does not make arrangements.

Trustee Fred Tyler asked about the roads being chip-sealed and suggested next time waiting until we have enough money to do an overlay instead of chip-sealing. Mayor Cordova explained that when the decision to chip-seal was made was when the price of gas was at $4.00 a gallon.

Trustee Fred Tyler also talked about advertising on the villages web page and charging. Village Clerk Dianna Brusuelas said she would talk to the web master to see how to go about doing so and ask what fees would be reasonable. She would get back to the board after the new year.

Trustee Patrick Garcia asked about the tree cutting. Mayor Cordova said that he asked Eddie Guilez to cut the tree by the church since he had cut trees cut trees before while doing community service. He also stated that he was supposed to get paid out of Keep

Tularosa Beautiful that's why he asked him to cut all the trees in the park but ran into a problem and would now have to pay him out of the village coffers. Mayor Cordova stated that Ms. Susan Flores told him KTB could pay up to $100.00 per tree and asked if he was insured. Mayor Cordova felt he was not but said he would ask Mr. Guilez to sign a waiver of liability. After checking with two other people, one who no longer cut trees named Eric and another who had moved to California named Larry Alexander Mayor Cordova asked Eddie to cut the trees.

Trustee Patrick Garcia moved to adjourn and was seconded by Trustee Fred Tyler. There being no further business to come before the board the meeting adjourned at 7:43 P.M..
