Workshop-December 14, 2010
The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, December 14, 2010 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Trustee Fred Tyler
Trustee Patrick Garcia
Trustee Joseph Lueras
Trustee Gloria Sainz
Also present was Village Clerk Dianna Brusuelas-Guilez.
At 6:07 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance.
Item presented at the Workshop were items that will be presented at the Regular Meeting of December 15, 2010 which include:
Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Reports from Village Departments
Approval of Adoption of Resolution 2010-2011-09 authorizing application for CDBG funds
Chris Masters-HELP New Mexico-Lease of Senior Center at 1050 Bookout Rd. to provide Early Childhood Services, approve non-binding letter of intent to lease
Approve Daniel Estrada, Police Officer from Temporary Employment Agreement to a Probationary Employee for 6 months at the continued rate of pay of $14.75 per hour
Trustee Patrick Garcia-Flood Plan-Discussion and Decision
Trustee Fred Tyler-Approve requiring monthly reports from all departments to provide basic informational reports to the Board of Trustees
Trustee Fred Tyler-Require Keep Tularosa Beautiful Director to have all items placed in Rose boxes along St. Francis Drive & Central immediately removed except signs & rose bushes (i.e., Lights, artificial flowers, etc) and inform all sponsors that nothing is allowed except the signs and roses
Monica Voorbach-Award the leasing of 5 irrigation Water Rights for 1 year
Trustee Fred Tyler-Approval to ask attorney to file protest to the application filed by Joel H. and Teresa K. Marr with the State Engineer
Trustee Patrick Garcia (1) status on bids on Otero Mini Market (2) is recreation equipment ordered (3) Progress on new senior center (4) vehicles parking on driveway at 300 Encino
Trustee Patrick Garcia talked about the City of Alamogordo passing an ordinance regarding Flood Damage Prevention in order to meet FEMA's minimum requirements. Mayor Cordova said he would meet with Paul Quaroli from the county on the matter.
Trustee Fred Tyler gave a synopsis on the Tularosa Community Ditch Corporation annual meeting.
Trustee Patrick Garcia said there was a video going around of kids climbing up on the water tanks and jumping from one tank to another and wondered if anyone else had heard about it. Mayor Cordova suggested letting the Police Department know so they could be on the lookout.
Mr. Chris Masters from HELP New Mexico made a presentation to the Mayor and the Board and presented a "Draft" Lease Agreement for review for the property at 1050 Bookout. Mr. Masters also wanted approval of a Non-Binding letter of Intent to Lease. Trustee Patrick Garcia voiced concern for the Recreation Center stating that the Rec Center and the kids were always pushed aside for other things and was not in favor of leasing the building.
The Workshop adjourned at 7:40 P. M.
