Workshop-February 16, 2010

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, February 16, 2010 at 6:00 P. M. in the Court/Donference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Thomas McKean
Trustee Gloria Sainz

Absent: Trustee Patrick Garcia

Also present was Village Attorney Jefferson Rhodes, Fire Chief John Montoya, Grants Coordinator Richard Gutierrez as well as Village Clerk Dianna Brusuelas-Guilez.

At 6:05 P. M. Mayor Cordova called the workshop to order asking that all rise and join him in the Pledge of Allegiance.

Items presented at the Workshop were items that will be presented at the Regular Meeting of January 20, 2010 which include:

Consideration of Agenda and Consent Agenda

Unscheduled Correspondence and Public Comments

Dianna Brusuelas-Guilez - Approve appointment of RaDeana Dwyer as Alternate Precinct Poll Worker

Mayor Ray S. Cordova - Approve appointment of Paul Estrada as Police Officer at $12.50 per hour with 6 months probation or NM Certification whichever is longer, up pay to $14.25 per hour

Mayor Ray S. Cordova - Approve appointment of David Sanchez, Maintenance Department $11.50 per hour with 6 months probation

Eusebio Duran - Pay increase for Kevin Moheit to $13.00 per hour.

John Montoya - Request village match 20% for grant

Rick Gutierrez - Tentative approval of Construction Industries Division recommendations for Award of Senior Center Construction

Rick Gutierrez - Amend Ordinance 235, 50.16(C)(1) to add: 450 gallon container inside $60.00 per month; 450 gallon container outside $75.00 per month - 50.16(C)(2) to add: 450 gallon container inside $120.00 per month; 450 gallon container outside $140.00 per month

Trustee Fred Tyler had a question on the bills list for the Fire Department noting that there were several invoice numbers the same, for the same vendor and the same amount . Village Clerk Dianna Brusuelas-Guilez said she would check and have an answer for the Regular Meeting tomorrow. Trustee Tyler aslo asked if any warranty refunds were received for the Solid Waste truck repairs. Mayor Ray S. Cordova stated that we have gotten refunded in the past but currently there is a group of items that need to be refunded totaling approximately $1,600.00. Mr. Rick Gutierrez stated that he spoke to Ernie Byers in reference to the refund and it should come in shortly.

Trustee Thomas J. McKean had several questions on the bills and on the minutes, Item 2 on the minutes of January 20, 2010 to change the word no to not, Item 9 Trustee McKean noted that the roll call vote was listed twice. Item 10 Trustee McKean wanted to add in the motion to include the word three water rights. Village Clerk Dianna Brusuelas-Guilez stated that there should not have been a motion because the motion had been made at last months meeting and item 10 was just an informational item. Village Clerk Dianna Brusuelas-Guilez stated that corrections and changes requested would be submitted in time for the regular meeting.

Trustee Fred Tyler brought up an incident with his dog and wondered if the Animal Control Officer has a copy of the Dangerous Dog Act. Village Clerk Dianna Brusuelas-Guilez said she would give a copy to Lori.

Attorney Jeff Rhodes reminded the Board that Ms. Jan Wimberly's attorney asked about the village purchasing her property. Mr. Rick Gutierrez said he talked to Gil Gallegos, engineer for Gannet Fleming who said he needed a copy of the signature page of the contract to draw down the money.

Announcement of the candidates forum on Friday, at 6:00 P. M.

The Workshop adjourned at 6:55 P. M.
