Workshop-February 15, 2011
The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, February 15, 2011 at 6:00 P. M. in the Court/Conference room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.
Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Patrick Garcia
Trustee Gloria Sainz
Absent: Trustee Joseph Lueras
Also present was Monica Voorbach Payroll/AP Clerk and Richard Gutierrez Grants Coordinator. Absent was Dianna Brusuelas-Guilez, Village Clerk.
At 6:09 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance
Items presented at the Workshop were items that will be presented at the Special Meeting of February 17, 2011 which include:
Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments (3 minutes)
Adoption of Resolution 2010-2011-12 authorizing to execute any and all applications to the New Mexico Highway & Transportation Department, Municipal Arterial Program (MAP) Co-Op Program to obtain a portion of the local road fund
Adoption of Resolution 2010-2011-13 Declaring an Emergency at the Village of Tularosa due to extreme cold weather
Richard Gutierrez-To add to the scope of the work on Resolution 2009-2010-14 to include to chip seal the newly constructed Senior Center parking lot with the current funding
Mayor Cordova-Approve awarding Engineering Services for Solid Waste Improvements to Gannett Fleming West
Executive Session as per Section 10-15-1(H) of the Open Meetings Act subject to the Attorney-Client Privilege pertaining to threatened or pending litigation in reference to enforcement of construction contract on the Senior Center
Mayor Ray S. Cordova asked that all rise and join him in the Pledge of Allegiance and called the Workshop to order.
Trustee Fred Tyler has several questions on the bills list. Page 1 was postage reimbursement dated July, August and September. The Board instructed Monica Voorbach to have Dianna Brusuelas-Guilez research, invoices from Alpa Office were questioned, these were an accumulation of invoices not received by accounts payable and had not been paid.
Trustee Fred Tyler commented that village money should be spent in the village instead of going out of town.
Trustee Patrick Garcia wondered what an EchoLive Scribe was.
There was a question from an audience member as to why the Gross Receipts Tax had gone down a 16th of a percent. Mayor Cordova said he would ask the Village Clerk.
Tracey Turner from Blue Collar Construction made a presentation referencing the paving of the new Senior Center. Mr Turner made a suggestion to have an exit at the South West corner of the parking lot, he said there is an entry point and it also needs an exit point.
A question on the burnt house on Marshall and Gabe Lane came up. Mayor Cordova asked Richard Gutierrez to go take pictures in the morning.
Trustee Tyler wondered how long it would take to get another truck and metal containers. Mr. Rick Gutierrez estimated 90-120 days. Mr. Gutierrez also said that the City of Artesia might be interested in buying the Volvo solid waste truck.
Mayor Ray S. Cordova advised the Board that there were problems with the general contractor and former owner of Crown Builders due to illness, but would like to stay away from legal litigation.
Trustee Fred Tyler wondered if cameras will be placed at the new Senior Center. Mr. Rick Gutierrez said ADT has been contacted for silent sensors.
The Workshop adjourned at 6:55 P. M.
