Workshop-February 14, 2012

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, February14, 2012 at 6:00 P.M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Patrick Garcia
Trustee Gloria R. Sainz

Absent: Trustee Joseph Lueras

Also present was Village Clerk Dianna R. Brusuelas-Guilez and Rick Gutierrez Grants Coordinator.


At 6:05 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Items presented at the Workshop are the items that will be presented at the Regular Meeting of February 15, 2012 which include:

Village Clerk Dianna Brusuelas-Guilez asked the Mayor and members of the Board if any of them would be attending the District Meeting Thursday, March 22, 2012 in Ruidoso Downs, please let her know soon so everyone could be registered. Ms. Brusuelas-Guilez also mentioned a proposal from Mark Sound and Video Services changing to goose neck microphones, buying a Feedback eliminator and installation for a total of $2,752.00. Mayor Cordova suggested waiting until May when the small cities assistance money comes in and checking the village finances then to see if we can afford the expense. The Village Clerk also brought up the Newly Elected Officials Institute in Las Cruces on Saturday, March 24, 2012 and advised that it was also a refresher for incumbent and appointed officials as well

as Clerks and Managers and suggested all go.

Trustee Fred Tyler thanked the students from the Intermediate School who wrote to the Mayor and Trustees commending the Fire Department and named Tony Wolfe, Elizabeth Diaz and Katy Treas.

Trustee Patrick Garcia thanked Tim's crew from the field for patching up streets around town, putting up the Basketball goals, stop signs and some hydrants also village hall for the courteous and professional phone answering, recreation with the basketball league, police officers with code enforcement and Rick for taking care of items with FEMA.

Susan Flores came before the board and gave a presentation on a grant Otero county received from New Mexico Recycling Coalition for $309,840.00. The hub will be the La Luz Convenience Center and the Spokes will be in different communities within Otero county. The request for Tularosa is to provide a site and an employee to run by and check the area with the site being where the old museum was. Susan gave the board a copy of a Memorandum of Agreement for review. Trustee Patrick Garcia asked if there was an alternative site because the site chosen was near the highway and felt it might look unsightly, Susan felt the location was convenient for people. Trustee Garcia felt the village property behind the city yard would be a better location then it could be checked by all field employees. There will also be people coming in to train in recycling.

Rick Gutierrez said he looked into purchasing a Garbage truck for the commercial Solid Waste and also talked to New Mexico Finance Authority about lending the village money. Mr. Gutierrez mentioned that he has been in contact with Mr. Bill Moore who is very knowledgeable in Solid Waste and had lived in the village years back. Mr. Gutierrez said the red solid waste truck was being taken to Las Cruces to see how much it would cost to repair.

Trustee Fred Tyler will request the Little League Baseball Field for the Annual Tularosa Basin Down winders Consortium in July.

Trustee Patrick Garcia asked about the Sewer Plant Status, Mayor Cordova said the engineer submitted a plan of action to Rural Development. Rural Development has asked for a breakdown which the engineers completed and sent back, now we are waiting for RD's approval. Trustee Garcia asked how long it would take and Rick Gutierrez said he as a time schedule.

Rick Gutierrez said the Village of Tularosa has $300,000.00 for police cars listed under the Capital Outlay in Santa Fe.

Trustee Fred Tyler then moved to adjourn and was seconded by Trustee Patrick Garcia. There being no further business the Workshop adjourned at 6:50 P. M.
