Workshop - February 12, 2013
The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, February 12, 2013 at 6:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM.

Trustee Fred Tyler
Trustee Gloria Sainz
Trustee Joseph Lueras
Also present at the Workshop was Monica Voorbach, AP/Payroll Clerk and Rick Gutierrez, Grants Coordinator.
At 6:00 P. M. Mayor Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Dianna Brusuelas-Guilez-Consider for Adoption Ordinance 245 amending Section 154.22(B) prohibiting certain activities in the Historical Commercial (HC) zoned areas and to Publish by Title and Subject Matter
Dianna Brusuelas-Guilez-Consider for Adoption Ordinance 246 providing for Penalty Assessments and providing for penalties for certain offenses to be increased and to Publish by Title and Subject Matter
Rick Gutierrez-Approval of Resolution 2012-2013-11 submitting an application to the New Mexico Department of Transportation's Municipal Arterial Program (MAP)
Valarie Delgado-Approval of Resolution 2012-2013-12 Budget Increases and Decreases

Ms. Ruth Birdsong representing the museum said they would like to host a fund raiser and have a sale in front of village hall and the museum. They would charge $15.00 per space and call it Treasure Round Up the proposed date would be April 20th. Mayor Ray Cordova asked for her to put her request in writing and check with Dianna, the village clerk, on insurance.
Trustee Patrick Garcia had a request from Fire Chief John Montoya asking to buy T-Shirts and caps for his department. Mayor Cordova asked if he had money in his budget. The Mayor and Board agreed that it would be ok if they have money in their budget.
Ms. Elena Sanchez came before the Board requesting a sewer line on Hagee Lane stating that residents on Hagee Lane have been having problems for years. The Sanchez' said they were told at the Courthouse that the road belonged to the village. Trustee Fred Tyler remembered the question of ownership of the road coming up before because of fire danger and the fire trucks not being able to enter since there is a gate there but remembers that the only reason the property owner can place a gate there is because he owns the property. After much discussion the Mayor said the village first has to make sure to find out if that is a dedicated road and not someones property then get an estimate on costs.
Ms. Robyn Harcrow complained about the goal heights that the Recreation Director is using for the 5 and 6 year old kids that are playing at the Little League Basketball program stating that in Alamogordo they are 6' high and here they are 7' high. Ms. Harcrow felt the Rec Director was rude. Mayor Cordova said he would check with the Director.
Ms. Valli Kinder came before the board asking to place an RV trailer on her mom's property to help take care of her. Ms. Kinder presented pictures of the RV and signatures from the neighbors showing no objection. Trustee Fred Tyler asked if she would have a separate water meter and sewer and if it would be temporary, the response was yes.
Trustee Patrick Garcia would like to include school zone double fines in ordinance 246.
Trustee Fred Tyler said he went to the Project Scope of the Highway 54/70 study meeting that the Department of Transportation was hosting and included Bookout Road to highway 82.
There being no further business the Workshop adjourned.
