Village of Tularosa - Workshop - January 19, 2009

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, January 19, 2009 at 7:00 P.M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova, Trustee Fred Tyler, Trustee Thomas McKean and Village Clerk Dianna Brusuelas.

Absent: Trustee Patrick Garcia and Trustee Gloria Sainz.

Mayor Ray S. Cordova called the workshop to order at 7:20 P. M. asking that all rise and join in the Pledge of Allegiance.

Items presented at the Workshop were items that will be presented at the Regular Meeting of January 20, 2009 which include:

Consideration of Agenda and Consent Agenda
Unscheduled correspondence and Public Comments
Approval of Resolution 2008-09-12 Identity Theft "Red Flag" Prevention Policy
Approval of Resolution 2008-09-14 Authorizing and approving submission of application for Financial Assistance and project approval to the New Mexico Finance Authority
Approve appointment of Jefferson Rhodes as per Employment Agreement effective January 1, 2009
Rick Gutierrez-Approve Gannett Fleming West, Engineering Services for the Wastewater Plant
Mayor Cordova-Increase salary for Eusebio (Tim) Duran to $15.53 and make him Utility Service Supervisor
Dianna Brusuelas-Approve change in Section 80.01 of the Village Personnel Policy to comply with the State Minimum Wage
Dianna Brusuelas-Does the Village want to continue with the Summer Food Program for 2009
Mayor Cordova-Approve appointment of Susan Flores as per Temporary Employment Agreement
Mayor Cordova-Request to add the words Lt./Detective to line item 101-1900-41024
Alamo Disposal-Approve settlement amount for fuel costs between January 2007-November 2008
Cynthia Prelo-Riedlinger-Tularosa Veterans Memorial Park-Place signs at the park that no skate boards or bikes are not allowed. Remove the ramp behind the memorial, Village do their part to curb vandalism
Cynthia Prelo-Riedlinger-Tularosa Veterans Memorial and Park-Establish the base for the creation of an ordinance to be in conjunction with the existing Village ordinance 59.99; that allows specific penalties for violations at the Tularosa Veterans Memorial and park; as per existing ordinance
Chief Mayberry-Approval of Barbara Rupp from Probationary Employee to Regular Full-Time with a $1.00 per hour increase in pay

Trustee Thomas McKean-(1) Request proposed ordinance, be published by title & subject matter under paragraph 51.13 Extension Policy add paragraph (H): that all water and sewer lines shall have this magnetic tape placed about two feet above water and sewer lines that belongs to the Village of Tularosa (2) Request proposed ordinance, be published by title and subject matter; add new paragraph 90.25 Parks. Have a statement that no skating, skate boarding and riding bicycles at Veterans Memorial Park will not be tolerated. No graffiti and defacing or destruction village property at Veteran's Memorial Park or any park. Offenders in case of minors the parents of offenders will be subject to fines in accordance with village statutes. Penalty will be in accordance with 10.99 General Penalty

Trustee Fred Tyler asked about a charge paid to Tom Growney and wondered if both the Sewer and Water Department use it. Response was yes.

Mayor Cordova informed the Board that he got prices for the repairs to the loader.

Trustee Fred Tyler also asked what Polymer was. It was explained that it was a chemical that is used at the water plant.

Trustee Fred Tyler asked why the water fund pays pension plan taxes for an employee, the explanation was that the employee pays his own taxes, if an employee withdraws from his pension the money comes to the village and a portion is deposited into 'pension plan' and the other portion is deposited into 'payroll taxes' then it's distributed to the employee.

Trustee Fred Tyler asked about the work being done in the bathroom at City Hall wondering if the village could really afford it. Village Clerk Dianna Brusuelas responded that the work order had been submitted well over six months ago and the work was just being done.

The question arose on whether to have the February Workshop on Monday the holiday. It was decided to have the Workshop on Tuesday and the Regular February meeting on Wednesday.

Trustee Thomas McKean questioned the repairs to a utility truck for $2,400.00. The response was that the village did not actually pay for the repairs it was insurance money.

Trustee Thomas McKean questioned the payment to Eddie Guilez for tree cutting coming out of General Fund Legislative. Village Clerk Dianna Brusuelas explained that the first 1/2 was paid out of parks and since Keep Tularosa Beautiful did not pay as stated the final payment came out of Legislative.

Trustee Thomas McKean brought up to corrections to the minutes and the clerk stated she would correct them before the meeting the next day.

Trustee Thomas McKean requested to see the public notice for the RFP that went out for publication for engineering services for the Wastewater Plant.

Discussion on moving the Skateboard ramp ensued.

There being no further business to come before the board, the Workshop adjourned at 9:20 P.M.
