Workshop-January 18, 2011

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, January 18, 2011 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Patrick Garcia
Trustee Gloria Sainz

Absent: Trustee Joseph Lueras

Also present was Village Clerk Dianna Brusuelas-Guilez.

At 6:05 P.M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance.

Items presented at the Workshop wee items that will be presented at the Regular Meeting of January 19, 2011 which include:

Information: Resignation of Joshua Puckett effective 12/13/2010.
Evangeline Herrera/Brenda Barreras-Request to lower water bill, excessive water bill due to leak
Prestina Chavez-Move to Regular Full time status and request salary increase for Benjie Betancur from $9.00 to $9.50 per hour-completion of 6 months probation
Mayor Cordova-Approve appointment of Patrick Wooten as Solid Waste Tech effective 12/16/2010 at $11.00 per hour, probationary status for 6 months
Mayor Cordova-Approve Temporary Employment Agreement with Patrick M. Wooten from December 16, 2010 - March 31, 2011 with no more than 20 hours per week at $7.50 per hour
Mayor Cordova-Approve Temporary Employment Agreement with Susan Flores from January 1 - March 31, 2011 with no more than 20 hours per week at $10.00 per hour
Chief Ken Selman-Approve Matthew L. Mirabal as Regular Full time employee effective 01/04/2011 approve salary increase from $10.00 to $12.50 - has completed Southern NM Law Enforcement Academy

Trustee Fred Tyler questioned a bill that was paid from an income line item instead of an expense line item. Village Clerk Dianna Brusuelas-Guilez responded that it was insurance money for a vehicle and was receipted into the income line item then when the repairs were done it was expensed from the same place it was receipted into. Trustee Tyler also questioned a bill for Phillip Jenkins CRNA and it was explained that it was an injury for a fire fighter that the village had to pay for because the insurance coverage the village had at that time had met its limit. Trustee Tyler questioned a payment to Silva's electric for $7,000.00 because the description read to troubleshoot. Mayor Cordova responded that he thought Mr. Silva troubleshot, ordered a 20 HP motor and installed it. Trustee Tyler asked the Mayor if the Village was in the process of getting a new garbage truck. The Mayor's response was yes they were looking for one.

Ms. Allen came before the board to ask permission for her son to play basketball with the village sponsored little league. It was explained that the cut-off age is 12, her son is 13 but was held back and is only in the 6th grade. Other 13 year olds can play with the middle school. Ms. Allen was told by the Recreation Director that she couldn't make an exception herself and did not want to open it up to all 13 year olds. Trustee Garcia stated that this was an exception since Ms. Allen's son was still in the Intermediate School. The Village Board then said they would talk to the Recreation Director Sonya Gililland and ask her to make the exception.

Ms. Brenda Barreras then asked the Board to consider adjusting her mom's water bill because she had a leak and her water bill was $505.00 for one month. The Board said since she was on the agenda they will consider the request at the Regular Board Meeting. Ms. Barreras said she would be out of town the night of the Regular Meeting which is why she came to the workshop.

Trustee Gloria Sainz asked for the Mayor or the Village Clerk to thank the Department Heads for the monthly reports that were given to the Board.

Trustee Patrick Garcia showed concern for the kids getting on top of the water tanks by way of the ladder that is attached to the tanks. Trustee Garcia also asked about Otero's Mini Market. Mayor Cordova explained that now there is a realty company involved and the property is now being cleaned up.

Trustee Garcia requested a walk through of the Senior Center with Chris Masters of the HELP Headstart to fully understand what portions of the building they will be using. Mayor Cordova said he would contact Mr. Masters and set something up.

Trustee Garcia also commended the Tularosa Police Department namely Officer Turner and Officer Metzgar and also mentioned Fire Chief John Montoya. Trustee Garcia said they were very professional at an incident at a relative's of his.

Mayor Ray Cordova announced a meeting with FEMA at 5:30 on the 25th of January at the Court/Conference Room.

Mr. Owen presented the Mayor and the Board a letter with an offer to purchase water rights from the village.

The Workshop adjourned at 7:00 P. M.
