Regular Meeting-January 18, 2012

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, January 18, 2012 at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Patrick Garcia
Trustee Joseph Lueras
Trustee Gloria R. Sainz

Also present was Village Clerk Dianna R. Brusuelas-Guilez, AP/Payroll Clerk Monica Voorbach as well as Village Attorney Jefferson Rhodes.

At 7:00 P. M. Mayor Ray S. Cordova called the meeting to order asking that all rise and join him the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Item 1. Consideration of Agenda and Consent Agenda

Trustee Fred Tyler moved to consider the Agenda and the Consent Agenda, motion was seconded by Trustee Patrick Garcia.

Roll Call Vote: Trustee Garcia, aye. Trustee Lueras, aye. Trustee Sainz, aye. Trustee Sainz, aye. Motion carried with all members voting aye.

Item 2. Unscheduled Correspondence and Public Comments (3 minutes)

First to come before the board was Kerrie Rice a spokes person for the Prescription Trails, handing out a book to the Mayor and the Trustees. Ms. Rice asked all to give input as to what they would like in the next publication since they have already acquired funding for the new book. The books are available in different areas of town which include city hall, senior center and library.

Trustee Joseph Lueras asked if their was any progress on the Solid Waste Commercial accounts. Village Clerk Dianna Brusuelas-Guilez said that Utility Clerk Sally Singleton had typed letters earlier in the day. Mayor Cordova said he had already signed the letters.

Trustee Fred Tyler thanked the Department Heads that provided the required monthly reports which included the Fire Department, Maintenance Yard and City Hall.

Village Clerk Dianna Brusuelas-Guilez announced that Mayor Cordova was elected as President of the Southeastern New Mexico Economic Development District more commonly known as the Council of Governments.

Trustee Joseph Lueras asked if a Work Order could be established to install the basketball goals that had been purchased some years back at the Community Center Park.

Item 3. Dianna Brusuelas-Guilez-Vote on Public Hearing for Sylvia and Don Powell to rezone 209 Granado from Commercial to Residential

Trustee Gloria Sainz moved to approve the rezoning of 209 Granado from Commercial to Residential. Motion was seconded by Trustee Joseph Lueras. Trustee Fred Tyler asked Trustee Gloria Sainz to amend her motion to read from Commercial to Residential R-2, Trustee Gloria Sainz did so.

Roll Call Vote: Trustee Garcia, aye. Trustee Lueras, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members voting in the affirmative.

Item 4. Dianna Brusuelas-Guilez-Approve appointment of Precinct Board and Absentee Voting Precinct Board

Trustee Patrick Garcia moved to approve the appointment of Precinct Board and Absentee Voting Precinct Board. Trustee Joseph Lueras seconded the motion.

Roll Call Vote: Trustee Garcia, aye. Trustee Lueras, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members voting in the affirmative.

Item 5. Mayor Cordova-Approval of appointment of Darrel Chavez, Probationary Employee-Certified Police Officer-Six months probation-Date of Hire 01/12/2012 at $15.00 per hour

Trustee Fred Tyler moved to approve the appointment of Darrel Chavez as probationary employee with a six months probation, date of hire 1/12/2012 at $15.00 per hour. Trustee Patrick Garcia seconded the motion.

Roll Call Vote: Trustee Garcia, aye. Trustee Lueras, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members voting in the affirmative.

Item 6. Mayor Cordova-Approval of appointment of Amelia Aragon, Probationary Employee-Certified Dispatcher-Six months probation-Date of Hire 01/04/2012 at $9.00 per hour

Trustee Gloria R. Sainz moved to approve the appointment of Amelia Aragon, probationary employee as Certified Dispatcher with six months probation, date of hire 1//4/2012 at $9.00 per hour. Both Trustee Garcia and Trustee Lueras seconded the motion.

Roll Call Vote: Trustee Garcia, aye. Trustee Lueras, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members voting in the affirmative.

Mayor Cordova proceeded to say that the dispatcher is certified and just slipped into the vacant position already knowing the software the police department uses and is a local.

Trustee Gloria R. Sainz asked if we were full staffed now. Village Clerk Dianna Brusuelas-Guilez said yes, that all the vacancies were filled but one of the dispatchers was out on sick leave as her husband was in the hospital in Texas.

Trustee Fred Tyler mentioned that Andy Sainz from the Tularosa schools asked to use the Ditch Witch the first week in February and wondered if we did that. Mayor Cordova said he thought it was a good policy and that lending equipment to another state agency was ok.

Item 9. Adjourn

Trustee Fred Tyler moved to adjourn and was seconded by Trustee Joseph Lueras. The meeting ended at 7:15 P. M. with all ayes.
