Workshop-January 17, 2012

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, January 17, 2012 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Joseph Lueras
Trustee Gloria R. Sainz

Absent: Trustee Patrick A. Garcia

Also present was Village Clerk Dianna Brusuelas-Guilez.

At 6:04 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico. Mayor Cordova noted that a quorum was present.

Items presented at the Workshop are the items that will be presented at the Regular Meeting of January 18, 2012 which include:

Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Dianna Brusuelas-Guilez - Vote on Public Hearing for Sylvia and Don Powell to rezone 209 Granado from Commercial to Residential
Dianna Brusuelas-Guiles - Approve appointment of Precinct Board and Absentee Voting Precinct Board
Mayor Cordova - Approval of appointment of Darrel Chavez, Probationary Employee-Certified Police Officer-Six months probation-Date of Hire 01/12/2012 at $15.00 per hour
Mayor Cordova - Approval of appointment of Amelia Aragon, Probationary Employee-Certified Dispatcher-Six months probation-Date of Hire 01/04/2012 at $9.00 per hour

Trustee Fred Tyler asked if anyone read the comments from Interim Chief Wood on the pending noise ordinance. Mayor Cordova felt that there has to be something that they can measure against. Trustee Lueras questioned the measurements, if neighbors are feuding and the decibel level is 55 and they keep their music at 54 decibel's and they have their own meter to measure decibel's how does that stand. Mayor Cordova explained that if they do not exceed the value stated in the ordinance they are still in compliance and are not in violation of the ordinance. Mayor Cordova continued to explain that years ago officers would say they estimated the speed of a vehicle, then they had to come up with radars as ways to measure and radars had to be certified, they had to have some measure of proof.

Mr. Thomas McKean asked about the status on FEMA. The response was that the Village has acquired Paul Quaroli from Otero county as the village's Flood Plan Manager and that the village was now on the Flood Plan insurance register.

Trustee Joseph Lueras asked about securing more commercial accounts for solid waste. It was decided for the Utility Clerk to send letters to the businesses that don't have our service advising them that they would start getting billed and that the village would deliver a container on a certain date.

Village Clerk Dianna Brusuelas-Guilez announced that Mayor Cordova has been elected as President of the Southeastern New Mexico Economic Development District 6 also known as the Council of Governments (COG), Everyone congratulated the Mayor. Mayor Cordova explained the the COG is comprised of approximately 26 communities, 5 counties and 6 enterprises with Tularosa being one of the smallest communities.

Trustee Joseph Lueras commended the Fire Department on their response to the tragic accident north of Tularosa, considering that it is a Volunteer Fire Department.

Trustee Joseph Lueras asked about holding an auction of obsolete items. Village Clerk Dianna Brusuelas-Guilez said she would check.

Trustee Joseph Lueras moved to adjourn the Workshop. Motion was seconded by both Trustees Gloria Sainz and Fred Tyler.

There being not further business to come before the board the Workshop adjourned at 6:35 P. M.
