Workshop-January 15, 2013

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, January 15, 2013 at 6:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM.

Present: Mayor Ray S. Cordova
Trustee Patrick Garcia
Trustee Joseph Lueras
Trustee Gloria R. Sainz
Trustee Fred O. Tyler

Also present at the Workshop was Village Clerk Dianna Brusuelas-Guilez.

At 6:07 P. M. Mayor Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Items presented at the Workshop are the items that will be presented at the Regular Meeting of January 16, 2013 which include:

Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Mayor Ray Cordova-Approval of Temporary Employment Agreement with Patrick Wooten from January 1, 2013 to April 1, 2013 with no more than 20 hours per week at $9.75 per hour as per Chapter II, Section 20.01, Paragraph E of the Village of Tularosa Employee Personnel Policy
Joan Price-Effluent water from sewage treatment to be used as a wetlands system
Mayor Ray S. Cordova-Approval of $1.00 raise for all village employees except librarian whose salary will increase to $10.00 per hour

Trustee Joseph Lueras asked if item 5 is approved would item 3 also be included in the $1.00 increase. Mayor Ray Cordova said he felt item 3 would qualify.

Trustee Patrick Garcia asked about the Solid Waste employees and wonders if there are two employees splitting the solid waste 50/50 Mr. Patrick Wooten is working his 50% solid waste and 50% with Ralph at the parks and Mike Gaston is working 50% solid waste what does he do with his other 50% of time? Trustee Garcia felt Solid Waste should be run by Mike unless he is sick or on vacation, then Mr. Wooten subs in. Mayor Cordova said that on Monday's and Wednesday's both trucks run and pick up both commercial and residential. Mayor Cordova said he would talk to Mr. Gaston.

Ms. Joan Price gave a presentation on Wetlands and what can be done with effluent water. Ms. Price asked if the village would like for her to do research on the villages effluent and wetlands handing out different presentation from other areas. Mayor Cordova reminded that the Environment Department has a lot of regulations on effluent water and would probably like to see a plan and wondered what the cost would be to the village. Mayor Cordova said he would check to see if any of the Operators were familiar with wetlands.

In reference to increasing employees wages, Trustee Tyler raised concern on being able to fund it next fiscal year. Village Clerk Dianna Brusuelas-Guilez said the village would have to increase water, sewer and garbage rates in order to fund it.

Trustee Patrick Garcia feels that giving an across the board raise is like giving a Cost of Living Increase. Ms. Brusuelas-Guilez said it would cost the village about $31,737.00 for a 5% increase to all employees. Trustee Garcia said raising the rates is essential. Village Clerk Brusuelas-Guilez suggested only raising inside village limits rates because the outside village limits rates were already excessive.
Trustee Joseph Lueras asked about the increase of penalty assessments, he was told that the fines would go into the general fund.

Trustee Joseph Lueras asked about the hiring of Sonya Gililland, if she was hired with her sick leave, response was yes that the attorney said that was part of the hiring package. Trustee Patrick Garcia read from the minutes that the Mayor hires and the Board approved or disapproves. Trustee Patrick Garcia said he was glad that Ms. Gililland has been rehired because he has been approached by several parents saying they are happy she is back with the village. Trustee Garcia announced that the vehicle purchase would have to wait until the new purchasing agreement comes in around March.

Trustee Fred Tyler having new business mentioned how valuable Sonya is noting that he spoke to her about having trouble with people climbing his fence to retrieve handballs asking her to look for netting for the handball courts. The research was done and Trustee Tyler asked if the netting could be ordered and installed maybe asking Lancon or Tularosa Basin Telephone Company to make a donation of their cherry picker.

Trustee Fred Tyler asked Mayor Cordova where on the ICIP was the plaza because he did not recall that being on the ICIP list and projects on the list should be funded first. Trustee Patrick Garcia said the money should be used for infrastructure.

There being not further business to come before the Board Trustee Gloria Sainz moved to adjourn with a second from Trustee Patrick Garcia. The workshop adjourned at 7:00 P. M.
