Workshop-January 14, 2014
The Mayor and the Board of Trustees met in a Workshop setting on Tuesday, January 14, 2014 at 6:00 P. M. in the Court-Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Trustee Patrick A. Garcia
Trustee Ronald E. Cooksey
Trustee Ray Telles
Absent: Trustee Fred O. Tyler
Also present was Grants Coordinator RicK Gutierrez and Dianna Brusuelas-Guilez Village Clerk.
At 6:00 P. M. Mayor Ray S. Cordova called the meeting to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.
Items presented at the Workshop are the items that will be presented at the Regular Meeting of January 15, 2014 which include:
Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Approval of License Agreement between the Village of Tularosa and the Tularosa Municipal School District, reference the Little League Baseball Field
Approval of Resolution 2013-2014-16 Authorizing the loan agreement between the Village of Tularosa and the New Mexico Finance Authority in the amount of $251,890.00 for a second main fire station
Approval of Joint Powers Agreement amendment to allow the refund of excess revenues to the members of the Otero/Greentree Regional Landfill
Approval of Exchange Agreement between LanCon Inc., and the Village of Tularosa for properties at 1308 St. Francis Drive and 101 Central Avenue in Tularosa
Chief Wood-Approval of Alejandro Cantu as a Regular Full time employee, has been certified as a Telecommunicator by the NM Law Enforcement Academy, salary from $9.00 to $9.50
Approval of Temporary Employment Agreement with Susan Flores from January 2, 2014 thru June 30, 2014 with no more than 20 hours per week as per Chapter II, Section 20.01, Paragraph E of the Village of Tularosa Personnel Policy at $11.00 per hour
Approval of Temporary Employment Agreement with Patrick Wooten from January 2, 2014 thru June 30, 2014 with no more than 20 hours per week as per Chapter II, Section 20.01, Paragraph E of the Village of Tularosa Personnel Policy at $10.75 per hour
Dianna Brusuelas-Guilez appointment of Precinct Board, Translators and salaries for the March 4, 2014 election
Trustee Patrick Garcia asked Sally Singleton of the Utility Department if she
could tell him who attended the 811 Call Before You Dig class and if anyone can call 811. Sally said the village attendies were Goyo Rocha, Sonny Reyes and herself but made it clear that anyone can call 811, even a private citizen.
Mayor Ray Cordova said he would like for the on-call personnel to contact 811 if necessary without having to call Sally at home.
Sally did clarify that if it's an emergency line locate the crew has to be at the site or at least in route and the locates should be done within 3 hours. Trustee Garcia asked that once the Police Department call out the weekend duty person and they have to call 811 they should also notify the Mayor.
Village Clerk Dianna Brusuelas-Guilez asked the Mayor and the Board members if they would be attending the NM Municipal Day February 7th. All the members said probably not.
Dianna then told the Mayor and the members of the Board that the 2012-2013 Audit was in and there was only one finding which was the preparation of the Financial Statements. Village Clerk Dianna Brusuelas-Guilez explained that in order to comply with federal GASB and GAAP we would have to hire a CPA and we chose to receive a finding rather than spend additional funds, she did say the Financials were prepared by DeAun Willoughby our auditor.
Village Clerk Dianna Brusuelas-Guilez asked if the computers in the back of the Court-Conference Room were going to be there during the election, saying she did not want to be responsible for them. The Mayor and Board said to ask the Court Clerk if they were the old ones from the courts maybe another department could use them. Fire Chief John Montoya said his department could use them.
Village Clerk Dianna Brusuelas-Guilez informed the Mayor and the Board that she had an emergency panic button installed at the Motor Vehicle Department that will ring at the Police Department if there is an emergency, the same as what the Utility Department has.
Trustee Ray Telles asked about hiring an Animal Control Officer. Mayor Cordova advised that the Police Chief is in the interview process.
Trustee Ray Telles then asked if there was an ordinance for Dog Tags. The Village Clerk resonded yes and that the Dog Clinic is held once a year to issue tags and give shots to the dogs.
There being no further business to discuss the Workshop adjourned at 6:23 P M with a motion by Trustee Ronald Cooksey and a second by Trustee Ray Telles.
