Special Meeting-January 5, 2015

The Mayor and the Board of Trustees of the Village of Tularosa met in a Special Meeting on Monday, January 5, 2015 at 1:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present:    Mayor Ray S. Cordova
                Trustee Ronald Cooksey
                Trustee Robert Sainz
                Trustee John 'Ray' Telles

Absent:      Trustee Patrick Garcia

Also present was Village Clerk Dianna Brusuelas-Guilez.

At 1:07 P. M. Mayor Ray S. Cordova called the meeting to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the flag of the State of New Mexico.

Item 1.      Consideration of Agenda

Trustee Robert Sainz moved and Trustee John 'Ray' Telles seconded the motion to consider the agenda. 

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members present voting in the affirmative.

Item 2.      Approval of Resolution 2014-2015-15 authorizing submission of an application to the New Mexico Water Trust Board for financial assistance and obligation of matching funds as required

Trustee Robert Sainz moved to approve resolution 2014-2015-15 authorizing submission of an application to the New Mexico Water Trustee Board for financial assistance and obligation of matching funds as required. 

Trustee Ronald Cooksey seconded the motion. 

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with three members present voting aye and one member absent.

Item 3.      Approval of Resolution 2014-2015-16 committing to the ongoing operations and maintenance of the proposed project as described in the funding application to the New Mexico Water Trust Board

Trustee John 'Ray' Telles moved to approve Resolution 2014-3015-16 committing to the on-going operations and maintenance of the proposed project as described in the funding application to the New Mexico Water Trust Board.

Motion was seconded by Trustee Robert Sainz.

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with three members voting aye and one member absent.

Item 4.      Approval of Resolution 2014-2015-17 committing to the implementation of an Asset Management Plan within three (3) years of said resolution as required by the New Mexico Water Trust Board

Trustee Robert Sainz moved to  approve Resolution 2014-2015-17 committing to the implementation of an Asset Management Plan within three (3) years of said resolution as required by the New Mexico Water Trust Board.

Trustee John 'Ray' Telles seconded the motion.

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with three members voting aye and one member absent.

Item 5.      Approval of Resolution 2014-2015-18 declaring the eligibility and intent to submit an application to the New Mexico Department of Transportation for Federal Fiscal Year 2016/2017 Transportation Alternatives Program funds

Mayor Ray Cordova explained to the Board that this resolution was just for the submission of the application and that the 14.56% matching funds would come from an anonymous doner.  The project would re-do Granado Street, electrical, sidewalks from the highway up to First Street in front of the old Red Brick School building.

Trustee Robert Sainz move to approve  Resolution 2014-2015-18 declaring the eligibility and intent to submit an application to the New Mexico Department of Transportation for Federal Fiscal Year 2016/2017 Transportation Alternatives Program funds.

Trustee John 'Ray' Telles seconded the motion.

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with three ayes and one absent.

Item 6.      Adjourn

With Trustee Sainz moving to adjourn and Trustee Cooksey seconding the motion, the meeting adjourned at 1:35 P. M.
