Regular Meeting - January 20, 2016                                         

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, January 20, 2016 at 7:00 P. M.  in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present:     Mayor Ray S. Cordova
                   Trustee Patrick A. Garcia
                   Trustee Robert L. Sainz
                   Trustee John 'Ray' Telles

Absent:      Trustee Ronald Cooksey
                   Village Attorney Jeff Rhodes
         

Also present was Dianna Brusuelas-Guilez, Village Clerk and Richard Gutierrez Grants Coordinator.

At 7:00 P. M. Mayor Ray S. Cordova asked everyone present to rise and join him in the Pledge of Allegiance and the Salute to the Flag of the state of New Mexico.

1. Consideration of Agenda and Consent Agenda

Trustee Patrick Garcia moved to consider the agenda and the consent agenda removing Item 7.  Trustee John 'Ray' Telles seconded the motion

Roll Call Vote:  Trustee Garcia, aye.   Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members present voting aye.

2.  Unscheduled Correspondence and Public Comments (3 minutes)

Village Clerk Dianna Brusuelas-Guilez informed the Mayor and the Board of Trustees that Richard Guilez Jr. would not be able to go test for his water level this month because the New Mexico Environment Department said Mr. Guilez would need a full years training before the test and currently he only has nine months.  Mr. Guilez will possible go test in  March.

Next, Mr. Roy Telles asked what became with the issue of part of the village being in a flood zone.  Mr. Richard Gutierrez explained that the new maps went into effect November 4, 2015 and that the insurance agent would have to run a new flood zone determination which will shoe the map change.

A question was asked on the expansion of the Senior Center, it was explained that the engineer was now on board and are working on it.

3. Appointment of Precinct Board, Absent Voter Precinct Board and translators per 3-8-19C, 3-9-9 and 3-8-22

Trustee Patrick Garcia moved to appoint the Precinct Board, Absent Voter Precinct Board and translators.  Trustee John 'Ray' Telles seconded the motion. 

Roll Call Vote:  Trustee Garcia, aye.   Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members present voting aye.

4. Jennifer Gruger-Approval or support requested for an event on Granado Street on February 6, 2016, will include music and possibly wine tasting

Ms. Jennifer Gruger gave a presentation to the Mayor and members of the Board on an art event she plans to hold February 6, 2015 at 316 Grando Street which will bring local artist including students to the downtown area.  All the proceeds will go to the Greater Tularosa Foundation.  There will be music from 6:00 to 9:00 and if anyone would like to go on Facebook 'The MERC' they could see the event there.  Ms. Gruger said there will not be any wine tasting this time around.

Trustee Robert Sainz moved and Trustee John 'Ray' Telles seconded to support the event on Grando Street on February 6, 2016.

Roll Call Vote:  Trustee Garcia, aye.   Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members present voting aye.

5. Francisco Dena-Approval for water meter on Foothills Road

Mr. Francisco Dena asked if Items 5 and 6 could be combined since they are both there for the same thing.  The Mayor and the Board allowed this.

6. Edward Sustaita-Approval of water meter on Foothills Road

Mr. Francisco Dena and Mr. Edward Sustaita each requested a water meter on Foothills Road.  Discussion ensued on the water pressure in that area and it was noted that a few of the residents in that area had water wells.  Mr. Sustatia and Mr. Dena were told they would have to run their line from Old Mescalero Road to their property then the village would place the meter then they run the service line from the meter to their property.  The Board then asked if the maintenance people could run a pressure test in that area.

Trustee Robert Sainz proceeded to move to tentatively approve the two meters depending on the water pressure.  Trustee John 'Ray' Telles seconded the motion.

Roll Call Vote:  Trustee Garcia, aye.   Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members present voting aye.

 7. R. Virginia B. Flores-Leave present meter and sewer for 106 Encino

Removed.

8. Rick Gutierrez-Recommendation to award Wastewater Bid

Trustee Patrick Garcia moved to award the recommendation as submitted by Souder, Miller & Associates to Highland Enterprises, Inc.  Trustee Robert Sainz seconded the motion.

Roll Call Vote:  Trustee Garcia, aye.   Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members present voting aye.

9. Charles Wood-Chief of Police-Approval of proposed ordinance

Chief of Police Charles Wood asked for approval of an ordinance he is proposing having to do with library fines.

Trustee Robert Sainz moved to have the attorney look at the ordinance and prepare.  Trustee John 'Ray' Telles seconded the motion.

Roll Call Vote:  Trustee Garcia, aye.   Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members present voting aye.

10.    Old Business

None

11. New Business
Trustee Patrick Garcia asked Mayor Ray Cordova if there was a new hire at the yard.  Mayor Ray Cordova said nothing has come across his desk.  Trustee Garcia said he has heard rumors that the village hired someone and wondered if it were true.  Mayor Cordova said not that he was aware.

12. Adjourn

Trustee John 'Ray' Telles moved to adjourn and was seconded by Trustee Robert Sainz.  The meeting adjourned at 7:47 P. M.
