Workshop-July 19, 2011

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, July 19, 2011 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Absent: Mayor Ray S. Cordova

Also present was Village Clerk Dianna Brusuelas-Guilez and Richard Gutierrez Grants Coordinator.

At 6:00 P. M. Mayor Protem Patrick Garcia called the Workshop to order asking that all rise and join in the Pledge of Allegiance and the Salute to the state of New Mexico.

Mayor Protem Patrick Garcia explained that Mayor Ray S. Cordova would not be present for the Workshop and he would be presiding over the workshop.

After several questions on the bills Mr. Rick Gutierrez addressed items 7 and 8 stating that both resolutions were for $50,000.00. It was asked what wells they were doing a preliminary engineering report on, Ricks response was the Stogden and Montezuma wells. Trustee Fred Tyler asked if there was any preliminary engineering done when we purchased them. Mr. Gutierrez said yes but when the water was tested it did not pass standards and the village now has to dig further and put a packaging plant. Trustee Tyler asked about going out to bid. Mr. Rick Gutierrez responded no. Trustee Joseph Lueras asked what was meant by a packaged plant. Mr. Gutierrez said it was a small unit put into the system to purify the water. Village Clerk Dianna Brusuelas-Guilez asked if there is a cash match to these grants. Grants Coordinator Rick Gutierrez responded no. The village clerk said she noticed on the resolution that it is asking for a waiver on the cash match.

Gloria Lopez from HELP New Mexico thanked the Village of Tularosa staff, board and mayor for all the help they have received during transition. Ms. Lopez said she has some discussion points on the License Agreement which is currently at the Albuquerque office. Ms. Gloria Lopez addressed some of the issues, they would like the $1,500.00 per month usage agreement be separated from the $15,000.00 per year for service agreement, HELP, NM would like the revocable clause to include contingent upon funding availability, insurance should be detailed, as for the fixed items being the villages should they leave the building HELP, NM would like to exempt the playground equipment, they would like the two year increment to be increased anywhere from three to five years, the signer to the agreement would need to show HELP's executive director John Martinez. Gloria Lopez asked the board to have the item at the August meeting once their board and the village's attorney have time to review the changes. Mayor Protem asked if the opening date was still September.

Trustee Fred Tyler asked on the progress of spraying the bag worms, the burnt house on Marshall and the progress on the stop lights.

Village Clerk Dianna Brusuelas-Guilez stated that the contracts with the New Mexico Transportation Department had been signed by the Mayor and sent back to the state and a copy of the plans were in the Mayor's office for anyone to review.

Mayor Protem Patrick Garcia stated that the Grand Opening at the new Senior Center would be in August. Mayor Protem Garcia also asked about a restroom for the James Vigil park. Mr. Garcia also asked about the ponding of the water at the creek. Trustee Tyler said the Tularosa Community Ditch Corporation had file a lawsuit against the gentleman who is ponding the water. Mr. Rick Gutierrez advised that the Mayor Cordova, Ray Ramos Water Plan Operator and Joe Savage from the Environment Department had met and taken a ride up the creek.

Trustee Gloria Sainz asked about the line on Pilar Chavez Lane and found out it would be in the alley of Sierra Blanca. It was discussed that it was a matter of funding.

Trustee Fred Tyler said he saw a village truck with a big dent and wondered what happen. Village Clerk Dianna Brusuelas-Guilez said that it was parked to close to the loader and the operator of the loader backed into it.

At 6:55 P.M. Trustee Fred Tyler moved to adjourn and was seconded by Trustee Joseph Lueras.
