Workshop - July 16, 2013

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, July 16, 2013 at 6:00 P.M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Patrick A. Garcia
Trustee Gloria R. Sainz
Trustee Fred Tyler

Absent: Trustee Joseph Lueras

Also present was Village Clerk Dianna Brusuelas-Guilez and Rick Gutierrez the villages Grant Coordinator.

At 6:05 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Items presented athe Workshop are the items that will be presented at the Regular Meeting of July16, 2013 which include:

Consideration of agenda and consent agenda

Unscheduled Correspondence and Public Comments

Approval of Resolution 2013-2014-1 Final Budget approval contingent upon forthcoming changes from Department of Finance & Administration

Approval of Resolution 2013-2014-2 Approval of Year End Quarterly Report for Fiscal Year Ending Jund 30, 2013

Approval of Resolution 2013-2014-3 Authorizing Ray S. Cordova, Mayor and Prestina Chavez, Senior Center Director as signatories and to enter into contract with the Non-Metro Area Agency on Aging

Approval of Resolution 2013-2014-4 Authorizing and approving sub-mission of a planning document to develop an Asset Management Plan

Approval of Resolution 2013-2014-5 to continue as an active member of the Southeastern New Mexico Economic Development District/COG

Consider for adoption Ordinance 248 granting a franchise and certain rights and privileges to Tularosa Basin Telephone Company

Alan Baker-Shriner's Annual Rose Festival & Parade 2014-Permission to hold it at Veterans Memorial Park-Community Center and Field. Request village support with "Porta-Johns" Weekend of May 31st and June 1st

Dianna Brusuelas-Guilez-Request permission to go out to bid for a 2012 or 2013 Server and two computers, no more than $15,000.00

Mayor Ray S. Cordova-Approval of Temporary Employment

Agreement with Susan Flores as per Chapter II, Section 20.01, Paragraph E of the Village of Tularosa Personnel Policy at $11.00 per hour

Mayor Ray S. Cordova-Approval of Temporary Employment Agreement with Patrick Wooten as per Chapter II, Section 20.01, Paragraph E of the Village of Tularosa Personnel Policy at $10.75 per hour

Rick Gutierrez-Approve 2012-2014 Co Operative Agreement

Rick Gutierrez-Approve awarding engineering services to Bohannan Hustom based on CES contract agreement on water improvements

Rick Gutierrez-Approve hiring of Gabriel Cisneros as a lobbist 2013-2014, 30 day legislative session

Trustee Fred Tyler-Revisit agenda item requiring Michael Gaston to change work hours-Request changing back to original

Trustee Patrick Garcia-Discuss on how to increase pay for police officers

Adjourn

Members of the Board discussed putting items 1 through 8 on the concent agenda. Village Clerk Dianna Brusuelas-Guilez informed the Board that Item 8 would have to be voted on individually since it was an ordinance.

Trustee Patrick Garcia said he asked David Prudencio, President of the Little League and Sonya Gililland Little League Comissioner to attend the meeting to ask if there would be a conflict the Little League and a High School Girls Softball team. Mr. Prudencio said Little League usually starts around May 1st and they have to get 12 to 1 games in before tournamens. Trustee Garcia felt that girls softball would be over by the first week in May. Mr. Prudencio said things could probably be worked out with the high school and little league if necessary.

Trustee Gloria Sainz asked if Susan Flores still worked out of the judges office.

Discussion ensued about trimming trees around town, it was agreed to drive around town and make a list of trees that need trimming or to be cut.

There being no further discussions, the workshop adjourned at 7:25 P. M.
