Workshop – July 23, 2014

The Mayor and the Board of Trustees met in a Workshop session on Wednesday, July 23, 2014 at 1:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Patrick Garcia (Mayor Pro-Tem)
Trustee Ronald Cooksey
Trustee Robert Sainz
Trustee John 'Ray' Telles

Also present was Village Clerk Dianna Brusuelas and Payroll Clerk Monica Voorbach.

Item 1. Call to Order

At 1:10 P. M. Mayor Ray Cordova called the workshop to order asking that all rise and join him in the Pledge of Allegiance to the Flag and the salute to the flag of the State of New Mexico.

Item 2. Consideration of Agenda

Trustee Robert Sainz moved to consider the agenda and was seconded by Trustee John 'Ray' Telles. Motion carried.

Item 3. Discussion on proposed amendments to Lease Agreement between the Village of Tularosa and Rural Housing, Inc. (HELP NM)

Trustee Patrick Garcia, after reading the lease and the requested changes, said he prefers to continue the lease as it is and not consider any changes until the current lease comes up for renewal. The question came up as to when the lease terminates and the response was in 2019.

Trustee John 'Ray' Telles said he agrees with Trustee Garcia.

Village employee Ralph Otero who takes care of the the maintenance at the Community Center where HELP Headstart is housed also voiced his opinion on the matter stating that the rent should stay the same because almost every year one of the compressors on the cooling unit goes out and has to be repaired. Mr. Otero also stated that HELP Headstart utilizes the majority of the building five days out of the week so they use the majority of the utilities.

The Mayor and the Board asked Village Clerk Dianna Brusuelas-Guilez to place the item on the agenda for the August meeting where they will vote on a decision.

Item 4. Discussion of options of schedules for Plant Operators

The Mayor and Board of Trustees had three options on hand with Option 1 having Employee A working 8 hours a day with Friday and Saturday off and Employee B working 8 hours a day having Sunday and Monday off. Option 2
was leaving the hours the same and requiring the employee who is on standby on Saturday and Sunday to take the Monday after standby off, then the village would only pay 9 hours overtime at straight time saving the village over $20,000.00 per year. Option 3 is Employee A is on standby on Friday afternoon and works 4.5 hours on Saturday and Sunday of the first pay week and is off on Monday then is off on Saturday and Sunday of the second week in the pay period. Employee B is off Saturday and Sunday of the first week of the pay day and the second week of the pay period is on standby on Friday afternoon, works 4.5 hours on Saturday and Sunday and is off on Monday. The Mayor and the Board of Trustees studied the Options and asked Village Clerk Dianna Brusuelas-Guilez to place the item on the agenda for the August meeting.

Monica Voorbach spoke in favor of Option 2 saying that it saves the village half of what it was paying out.

Trustee Patrick Garcia said that he doesn't like Option 1 because he doesn't like the employees working on Sunday. Trustee John 'Ray' Telles said he preferred Option 3. Mayor Ray Cordova said Option 1 is simple. Option 3 was suggested for the Solid Waste area. Trustee Garcia said he would like to move Patrick Wooten to the Field area and let Mike Gaston run Solid Waste alone and when Mike takes time off Patrick Wooten can still run the solid waste truck.

Item 5. Adjourn

Trustee Ronald Cooksey moved to adjourn and motion was seconded by Trustee John 'Ray' Telles.
