The Board of Trustees of the Village of Tularosa met in a Workshop setting on Thursday, June 7, 2007 at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.
Present: Mayor Ray S. Cordova, Trustee Patrick Garcia, Trustee Margaret Trujillo, Trustee Thomas McKean, Trustee Gloria Sainz and Monica Voorbach Accounts Payable/Payroll Clerk.
Mayor Cordova called the meeting to order asking all to rise and join in the Pledge of Allegiance.
The first item of discussion was Ordinance 220. Trustee Margaret Trujillo felt that there was a mix up in the ordinance because the statement of 'per occupied or unoccupied space' was contradicting itself. Trustee Trujillo also felt that one metered RV Parks should be charged by consumption. After a lengthly discussion and opinions of the Board of Trustees the consensus was to:
change One meter - trailer park, under Water delete the words 'or occupied'
change One meter - recreational, under Water delete the sentence 'per occupied or unoccupied space at any time during the billing period' ;
change Each metered space, trailer park or recreational vehicle park, under Water delete the words 'or occupied';
change Apartments - One meter delete the word ' or unoccupied' under Ordinance 220, Section 51.01
change 51.01(B) the word 'ninth' to 'fifteenth'
Discussion then started on the Policy Manual. Trustee Margaret Trujillo asked the Board of Trustees if they felt comfortable with the Policy Manual that is currently in place or if they felt they had to go into a merit system ordinance and felt that the Merit System Ordinance would help the employee more except for the Village Clerk and the Chief of Police. Trustee Trujillo felt that the Village Policy is giving out confusing information, first it says each employee is "at will" but then it gives them property rights and can only be removed with just cause.
Trustee Patrick Garcia asked if a merit system would overprotect a non-productive employee. Mayor Ray Cordova stated that if the merit policy was written correct, he felt that it protected an employee but also gives them responsibility.
Trustee Thomas McKean felt that it was necessary to give the policy changes more thought. The question arose whether they all wanted a merit system or not. Trustee Sainz and Mayor Cordova favored the merit system. Trustee Garcia wanted to see the policy written out. Mayor Cordova suggested seeing how many communities have the merit system and did not feel that the Board should get to stringent on position descriptions and on duties. It was agreed that the Board would ask the Municipal League for a sample of a merit system.
Trustee Margaret Trujillo requested that Monica Voorbach put the changes to the amendment of Ordinance 220 on the agenda
At 8:05 P. M. the meeting was adjourned.
