Workshop-June 16, 2009

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, June 16, 2009 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova, Trustee Fred Tyler, Trustee Patrick Garcia, Trustee Thomas McKean, Trustee Gloria Sainz as well as Rick Gutierrez, Grants Coordinator and Dianna Brusuelas-Guilez, Village Clerk.

Mayor Ray S. Cordova called the Workshop to order asking that all rise and join
in the Pledge of Allegiance.

Items presented at the Workshop were items that will be presented at the Regular Meeting of June 17, 2009 which include:

Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Adoption of Resolution 2008-09-22-Increasing budget for Older American Program
Approval of Budget Adjustment Request 2009-2-Adjusting the Judicial Budget
Mayor Cordova-Appointment of Trustee Gloria Sainz as Mayor Pro-Tem
Pam Clarke-Habitat for Humanity-Approval of Side Plan for 1509 West 6th Street-Single Family Home
Information: Student worker under the WIA (Workforce Investment Act) Program - Erica Ward
Information: One day help to deliver flyer's to customers - Jessie Sanchez at $7.50 per hour
Mayor Cordova-Approval of appointment of Benny House as Lieutenant-Detective, Date of Hire 6/1/2009 at $15.50 per hour with 6 months probation

Trustee Patrick Garcia pursued discussion on the Ram Jet. Mr. Rick Gutierrez was asked to contact the vendor to make the Warranty good. Mr. Gutierrez stated that he had tried to make phone contact and was only able to leave messages with no response back. Mayor Cordova suggested e-mailing the company that way there is proof of their response or that we had been trying to contact them.

Trustee Thomas McKean noted that item 5 of the minutes of the regular meeting of May 20th needed to specify who moved and who seconded the motion. Village Clerk Dianna Brusuelas-Guilez took note and said she would have a corrected copy of page 2 in time for the meeting tomorrow.

Mr. Ernie Byers Solid Waste Consultant came before the Mayor and Board of Trustees to give an update and to present his proposal for extension of services. They were advised that the commercial containers were delivered and felt the village hit a stumbling block by not requiring the commercial to come with the village. The village's concern was requiring the commercial account to come with the village and them not being able to break the contract with their current vendor and then having to pay two garbage accounts. Mr. Byers emphasized that his figures were based on all commercial collection and that the way it is now would not be profitable. Mr. Byers asked that action on his proposal be taken soon.

Trustee Patrick Garcia gave an update on the Econ Sign at the old Tuckers building saying that the lawyers are involved working with the Chief and the sign should come off soon.

Trustee Thomas McKean asked about:
The Community Center improvement report. Mr. Richard Gutierrez reported that there was an asbestos analysis mitigation report in the office of what was found.
Senior Center update when will work get started response was they will go out to bid at the end of July. Trustee McKean asked if there were water lines out there. The answer was no.
Wastewater plant status report where we stand. Mayor Cordova advised that the permit to use the old plant was pretty much done and he received a draft copy from the Ground Water Quality Bureau.
Capital Outlay update on park and possible completion date. Mr. Gutierrez stated he had a meeting during the day with the officers of the Baseball League and tomorrow he would talk to Jason but felt they were about through. Trustee Garcia said he went by there and saw a new fence but that was all and asked Mr. Gutierrez to ask Jason about drinking water faucets. Village Clerk Dianna Brusuelas-Guilez asked about an existing hole by the fire hydrant. Mr. Gutierrez said he would take field employee Pat Guilez over to see what it was and if it could be filled. The Mayor and Board of Trustees was informed that they had received around $1,700.00 in donations for the score board but the total cost would be about $5,800.00.
Fire Hydrant repairs and does this effect our ISO rating. Mr. Gutierrez responded that Mr. Jeff Allen was in and out of the hospital and the Environment Department has to approve the money for fire hydrants but should have an answer within the next two weeks. The bids for labor only were coming in at around $19,000.00. Trustee McKean asked if the village bought the hydrants would the Environment Department reimburse the village.
What is latest status in Water Rights with the State Engineer? The response was that they would have to check with Village attorney Jeff Rhodes. Mayor Cordova suggested to Trustee McKean to set up meeting with Jeff.
What is the latest status in water right certificates with Tularosa Community Ditch Association. Thomas McKean said there were four original certificates missing from the 1965 decree and 1972 saying 158, 159, 910 and 911 are missing. Trustee Thomas Mckean agreed to go over the file with Village Clerk Dianna Brusuelas-Guilez and then she can write a letter to the Tularosa Community Ditch Association.
What is the latest status in sidewalk to met EPA approval along Highway 70? Mayor Ray S. Cordova advised that there would be a meeting referencing the medians on June 30, 2009 at 5:00 at the Public Safety Facility.
What about having Video Cameras installed at Community Center. Mayor Cordova asked Trustee McKean how much money the Friends of Historic Tularosa were willing to give. Trustee McKean responded $700.00. Mayor Cordova said he assumed it was $4,000.00 but would meet with Chris Jones from Tularosa Basin Telephone Company for ideas. Tammy Bean from TBTC said she would try to get funding by speaking to John Garcia Cabinet Secretary.
Funding and latest update on Sedimentation pond? Mayor Cordova stated that they had met with Gilbert Gallegos from Gannett Fleming and stated that he was waiting for a response from Village Attorney Jeff Rhodes and the property owner.
Status of making pet signs for park? Trustee McKean said he had a picture of a sign he would like installed at the parks. Village Clerk Dianna Brusuelas-Guilez asked where the funds would come from? Trustee McKean stated the parks line item, the response was that those line items were over expended. Mayor Cordova suggested waiting until after July 1, when new funding comes in.
Status of making new Veteran's sign for Memorial Veterans Park? It was stated that the sign be spray painted instead of paste on lettering and possibly putting it behind Plexiglas.

There being no further business to come before the Board the Workshop adjourned at 8:10 P.M.
