Workshop-June 17, 2014

The Mayor and the Board of Trustees of the Village of Tularosa met in a workshop setting on Tuesday, June 17, 2014 at 6:00 P.M. in the Court Conference room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Also present was Richard Gutierrez Grants Coordinator and Village Clerk Dianna Brusuelas-Guilez.

At 6:00 P.M. Mayor Ray S. Cordova called the workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the flag of the State of New Mexico.

Items presented at the workshop are items that will be presented at the Regular Meeting of June 18, 2014 which include:

Consideration of Agenda and Consent Agenda

Unscheduled correspondence and public comments

Souder, Miller and Associates-Adrian Renteria, Sonja Jamilla-Information update on Wastewater and presentation on Asset Management

Richard Gutierrez-Approval of Adoption of Asset Management Resolution 2013-2014-26

Valarie Delgado-Approval of Adoption of Resolution 2013-2014-27-Various Budget Increases

Maria Farias-HELP New Mexico-Request permission to place sign on Community Center building

Approval of Memorandum of Agreement between New Mexico Department of Health and the Village of Tularosa

Executive session as per Section 10 – 15 – 1 (H) of the Open Meetings Act for the discussion of purchase, acquisition or disposal of real property (Marr)

Executive session as per Section 10 – 15 – 1(H) of the Open Meetings Act for the discussion of the lease/sale of real property-American Tower

Accept optional 1, option 2 or option 3 with American Tower

Trustee Patrick Garcia-allow installation of horseshoe pit (sandbox) at the Higuera Park

Dianna Brusuelas-Guilez-permission to ask village yard to help move the bench on Cedro and the Highway. NMHTD placing ADA compliant sidewalks

Tim Duran-name the village yard after Goyo Rocha for 48 years of service to the village

Trustee Ronald Cooksey asked Mayor Cordova when the effective date of 'no more overtime' would be. Mayor Ray Cordova said he would probably recommend overlapping schedules but the Water Plant operators are going to bring in a plan, possibly July.

The question was asked how many vehicles we have at the yard, the response was 7. Trustee John 'Ray' Telles said this weekend there were only five. Village Clerk Dianna Brusuelas-Guilez responded that two people were on call and had the vehicle's.

Trustee John ' Ray' Telles showed concern about the house on the highway that was hit by a truck. Mayor Ray Cordova understood it was tied up with the insurances but said maybe Village Attorney Jeff Rhodes could draft a letter to the insurance stating if anything happened over there the village will not be responsible.

Trustee John ' Ray' Telles asked if FEMA had moved the properties off the flood plane map. Richard Gutierrez responded that right now we were on a 90 day comment period and it would probably be April 2015 before the FIRM's become effective.

Representatives from Souder, Miller and Associates presented an update on the water plant asking to meet with both operators in reference to the bypass. Souder, Miller and Associates proceeded to pass out a Risk Based Infrastructure Asset Management brochure and presented a PowerPoint to the Mayor and the Board of Trustees.

The sewer line on Peach Circle was mentioned, property owners are responsible from the main to the service lateral. A copy of the ordinance will be given to Mrs. Romero.

Trustee Ronald Cooksey then moved to adjourn. Motion was seconded by Trustee John 'Ray' Telles. The workshop adjourned at 7:25 P. M.
