Workshop – June 14, 2016
The Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, June 14, 2016 at 6:00 P. M. in the Court-Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Also present was Richard Gutierrez, Grants Coordinator as well as Village Clerk Dianna Brusuelas-Guilez.
At 6:07 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico. Mayor Cordova asked for a moment of silence for Trustee Ronald Cooksey who had recently passed away.
Items presented at the workshop are items that will be presented at the Regular Meeting of June 15, 2016 which include:
Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments (3 minutes)
Approval of Memorandum of Agreement between the New Mexico Dept. of Health and the Village of Tularosa
Approval of appointment of Deborah Hernandez on a six month probationary status as the Animal Control Officer at $10.00 per hour
Approval of appointment of Marissa Delgado, Temporary Employment Agreement from June 1, 2016 to July 1, 2016, as per Chapter II, Section 20.01, Paragraph E, of the Village of Tularosa Employee Personnel Policy at $7.50 per hour
Approval of appointment of Ronald Borden, Temporary Employment Agreement from June 1, 2016 to July 1, 2016 as per Chapter II, Section 201.01, Paragraph E, of the Village of Tularosa Employee Personnel Policy at $7.75 per hour
Approval of appointment of Yolanda Mendez as cook for the duration of the Summer Lunch Program from June 6, 2016 to July 29, 2016 at $8.00 per hour
Approval of additional $2.00 per hour for Sonya Gililland for the duration of the Summer Lunch Program from June 6, 2016 to July 29, 2016
Approval of Resolution 2015-2016-28 Budget Increases
First to come before the Mayor and the Board was Iris Ruiz with a complaint about the music coming from Grill 49. Ms. Ruiz was asking if the musicians could curb the sound of the music coming from the club. Ms. Ruiz said they had music for two weeks. Ms. Ruiz was asked where she lived, her response was on Fresno between 7th and 8th. Ms. Ruiz said that music should not disturb the peace and was very uncomfortable with it. Trustee Patrick Garcia said he talked to Ernesto Ornelas who lives at 5th and Fresno who had previously complained said his windows are single pane and the music vibrates. Ms. Ruiz asked what is going to transpire.
Trustee Robert Sainz said he parked across the street from Grill 49, at Tularosa Basin Telephone Company and listened to the music from 10:30 to 11:00 P. M. and he did not feel it was excessively loud.
Trustee Patrick A. Garcia said he has conversed with Mr. Ornelas and Mr. Ornelas felt if the musicians could cut the base down it would help. Trustee Garcia said he had met with previous owners and the conversation about placing sound proofing pillars or moving the band to not face west but thinks another conversation with the new owners would be beneficial and possibly figure a way to keep the music and to keep peace.
Trustee Patrick Garcia stated that the medians along the highway are looking bad with weeds and asked if one person could be assigned to strictly to take care of medians and all the parks. Mayor Cordova said that he would take care of that.
Trustee John 'Ray' Telles asked about moving the building next to the Courts so that vehicles could get access to the emergency generator. Suggested areas for the place-ment of the building was discussed, including on Fresno Street near the radio tower.
Trustee Telles also said he would like to see ambulance in the bay area on Fresno. Trustee Patrick Garcia said AMR is short staffed and that possibly the Fire Chief would place an ambulance there in the future.
The question arose of the status of Richard Guilez' Wastewater test. The Board was advised that Mr. Guilez missed passing by 4 points, it was asked if he could re-test and the response was yes but the test is given only several times a year. The Board was also informed that Nash Kowatch was scheduled to attend a school in Ruidoso on Wastewater also but would not test at this time.
Trustee Patrick Garcia commended Mr. Richard Guilez and Mr. Nash Kowatch on the street repairs they have been doing.
Trustee John 'Ray' Telles asked about the hole in the street on Marin Drive. Mayor Cordova said that Ms. Marin Jones was responsible for that and should be taken care of by her contractor.
Trustee Patrick Garcia asked if anything could be done in reference to the 18 wheelers missing the turn to Highway 54 then turning around on Sierra Blanca or at the church parking lot. Trustee Garcia knows that the State Highway Department has placed signs before the stop light on Higuera Street and several more before the Y but apparently they are not visible to the truck drivers. Trustee Garcia said he would go talk to Kevin Norman of the NM Department of Transportation to see what could be done.
Trustee John 'Ray' Telles then moved to adjourn with a second by Trustee Patrick A. Garcia. The workshop adjourned at 6:50 P. M.
