Workshop - March 15, 2011
The Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, March 15, 2011 at 6:00 P. M. in the Court/Conference room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico

Trustee Fred Tyler

Trustee Gloria Sainz
Also present was Richard Gutierrez Grants Coordinator and Dianna Brusuelas-Guilez Village Clerk.
Absent: Mayor Ray S. Cordova
At 6:05 P. M. Mayor Pro Tem Patrick Garcia called the Workshop to order asking that all rise and join him in the Pledge of Allegiance.
Items presented at the Workshop were items that will be presented at the Regular Meeting of March 15, 2011 which include:
Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Kurt Temple-Information on Letter of Map Amendment and request Mr. Temple to help village in preparing documents for FEMA
Mayor Cordova-Proclaiming April 1, 2011 as "Tribute to Teacher Excellence Day"
Approve adoption of Resolution 2010-2011-14 "Open Meetings Act" Resolution
Larry Sena-Adjustment of water at 1513 West 7th Street
Eileen Keys-108 Darby -Utility Deposit, base on payment history
Approve appointment of Daniel D. Markham as Police officer at $12.50 per hour, Date of Hire 3/2/2011, New Mexico Certified
Chief Ken Selman-Approve promotion of Officer Jessica L. Turner to position of Sergeant, increase salary from$12.50 to$15.50 effective 3/10/2011
Dianna Brusuelas-Guilez-Allow Utility Billing Clerk to average out water bills for customers who had excessive consumption and water breaks due to the extreme cold weather (March 2011 water bills only)
Trustee Gloria Sainz-Transportation regarding gas prices
Trustee Fred Tyler-Consider for adoption an ordinance by which the Village joins the National Flood Insurance Program
Trustee Fred Tyler questioned several of the bills on the bills list. Trustee Tyler wondered why Financial Administration was paying for awnings for the bleachers at the Little League Field. Village Clerk Dianna Brusuelas-Guilez explained that that item would be reimbursed by the Little League grant. Another question was on page 4, relating to parvo shots under the Animal Control line item. A question for the Fire Department on the purchase of 20 Motorola radios came up, it was suggested that both the Fire Chief and Animal Control Officer be present at the meeting. A question on the purchase of rims out of the recreation line item, Mayor Pro Tem Patrick Garcia answered that stating that they were ordered to replace the rims at the Community Center.
Ms. Eileen Keyes came before the board on a question referencing sewer on 603 Central and 601 Central. Ms. Keyes presented a copy of the replat of the property and stated that the sewer line runs beneath the property at 601 Central. After much discussion it was decided that this was a matter for the attorney.
Trustee Fred Tyler then thanked all the departments that provided monthly reports.
There was a question as to why the Recreation Center was not open during Sprin Break. Mayor Pro Tem did mention that Sonya was working in the office.
Mr. Curt Temple Planning Director for Lincoln County and Certified Flood Plane Manager made a presentation on how to challange being on the Flood Plane Zone and what it takes to join FEMA. Mr. Temple brought with him instructions on how to remove oneself from the Flood Plane. Village Clerk Dianna Brusuelas-Guilez asked if each individual property owner had to fill out the request to be taken off the Flood Plane or if the village could fill out the request for all the villager's in that area. Mr. Temple answered that each individual property owner had to do their own. The maps were adopted as of December 2010 so the village can no longer protest the maps with FEMA. The map engineering was done by URS out of Albuquerque. Individual property owners can hire a surveyor or engineer then submit a Letter of Map Amendment to FEMA then property owners could possibly, if they meet the criteria, be pulled out of the Flood Plane. The suggestion of sending letters to the villages congress representatives surfaced. A Memorandum of Understanding with Otero County was discussed.
Chief Ken Selman advised the Board of Trustees that the server and computers at the Police Department need upgrading and is getting quotes. Chief Selman said he can pay approximately $18,000.00 from the Law Enforcement Protection Fund but needs help with the rest.
Trustee Gloria Sainz brought up making cuts to the budget by limiting the vehicle being taken home in leiu of the fact that gas prices are going up. The Board of Trustees was in agreement. Village Clerk Dianna Brusuelas-Guilez said that the villages Personnel Policy did state that only the on call person was allowed to take a vehicle home. Trustee Fred Tyler said he has seen more than one vehicle at home.
Trustee Gloria Sainz also asked about the garbage business accounts, why are some businesses still using other collection agencies and not using the village. The response from Mr. Rick Gutierrez was the village was not prepared to accomodate some of the larger users.
The workshop ended at 7:50 P. M.
