Village of Tularosa-Agenda Workshop-March 19, 2007

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, March 19, 2007 at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present:Mayor Ray S. Cordova, Trustee Patrick Garcia, Trustee Margaret Trujillo, Trustee Thomas McKean, Trustee Gloria Sainz as well as Village Clerk Dianna Brusuelas.

Mayor Ray Cordova led the Pledge of Allegiance.

Items discussed were the Items included in the Agenda to be presented at the Regular Meeting of March 20, 2007 which include:

Trustee Margaret Trujillo requested checking the tape of the minutes of 2/8/2007 page 3 the word "shall be allowed to take". Trustee Margaret Trujillo referred to the meeting of February 22, 2007, page 5, paragraph 2 should read "because the trailer park is" notif, and paragraph 3 says Trustee Margaret the last name was left off.

Trustee Margaret Trujillo brought up, from the bills list a badge repair for $105.00 and felt it was to steep requesting that the Village Clerk check and let her know.

Trustee Thomas McKean wanted to let the Board know that the Village had submitted three protests on some wells north of town.

Trustee Patrick Garcia brought up the Code Enforcement Officer and questioned whether there was a new one. Mayor Cordova stated that one of the dispatchers was being trained to do the administrative portion of the job but the complaint would be filed by the officer. Trustee Patrick Garcia questioned whether the dispatchers would have time.

Trustee Thomas McKean brought up updating the Village's web page and some delinquent invoices from the Tularosa Community Ditch Corporation.

Trustee Pat Garcia asked about a Crime Stoppers program in Tularosa.

Mr. Stewart Whittier asked the Board what survey they wanted. Mayor Cordova stated that the Board wanted to make sure where the Village Limits are and to include the annexations with everything marked and staked. After extensive discussion Mr. Whittier said he would work up a proposal.

The Open Meetings Act Resolution was discussed. The agreement was to leave the three day notice for a reader, amplifier etc. and change to ten days the qualified sign language interpreter. Mayor Cordova stated that the Magistrate Courts have a list of interpreters and sign language people.

Budget Hearings with Department Heads were scheduled for April 2, 2007 from 1:00 P. M. to 5:00 P. M.

Ordinance 222 regulating the operation of Mobile Home Parks was discussed. It was agreed to have a workshop followed by a Special Meeting on Tuesday, April 24, 2007 6:30 P. M. The sign ordinance was also discussed. The 22nd of April was discussed for a tour of the village limits.

Mayor Cordova talked about the village having gone out to bid for drilling a well and constructing a storage tank and suggested to the Board to bring the lowest bid back up and drilling a well near the Stogden well and throwing the steel tank bids out. Mayor Cordova suggested awarding the bid to the lowest well drilling bid and not chance loosing the money. The Board suggested holding a Special Meeting to award the bid.
