Regular Meeting – March 15, 2017

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, March 15, 2017 at 6:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Also present was Monica A. Voorbach Village Clerk, Richard Gutierrez Grants Coordinator, and Sally Singleton, Billing Clerk as well as Village Attorney Jefferson Rhodes

At 6:05 P. M. Mayor Ray S. Cordova called the meeting to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

1.     Consideration of Agenda and Consent Agenda

Patrick Garcia moved to consider the Agenda and the Consent Agenda.  Trustee Robert Sainz, seconded the motion.

Roll Call Vote:  Trustee Garcia, aye. Trustee Sainz, aye. Trustee Telles, aye.  Motion carried with all members of the board voting aye.

2.     Unscheduled Correspondence and Public Comments

Sally Singleton Village Billing Clerk, discussed the situation of the meters not getting read on time by the guys in the field department.  Explained that she had to send off the meter reader probes for service.  They were not returned back on time for the guys to start reading. They did have one probe to share and was used by one meter reader.  Had a very difficult time billing and the customers will have their water bills for an excess of 40 to 45 days. The customers will have less days read the following next month.  The water meters should start reading by the 10th or the 12th of each month. 

Sandy Crawford representing the Friends of the Library committee, requesting to have a bake sale by the Museum to raise money for the Library to pay for programs like the summer reading program. Mayor authorize the Friends of the Library to have Bake Sale in front of the Museum by city hall April 15, 2017.

Michael Gruger, asked how he can request to have a Yield sign changed out on 2nd and Encino. Rick Gutierrez advised him to meet and discuss with the Chief of Police Chuck Woods. 

Trustee, Robert Sainz gave recognition to the ones who moved the Shed Building.  

3.      Information:  District Meeting- April 05, 2017 @10:00 am

4.      Joan Price, Jovnada Research Institute Cultural Landscape, Update on class room curriculum for schools and request to attend state meeting on Rio Tularosa Water Quality.

Joan Price brought our a lot of materials and handed out pamphlets.  Joan Price showed copies of maps from 1906 from Mescalero of the river flowing down from Mescalero.  NO ACTION TAKEN  

5.      Doug Hobson Union Pacific Rail Road & Village of Tularosa work together.

Advised Mr. Hobson, to get with the Chief of Police Chuck Woods. Trustee Patrick Garcia made a motion to approve. Trustee Ray Telles Seconded the motion.

Roll Call Vote:  Trustee Patrick Garcia, aye. Trustee Robert Sainz, aye. Trustee Ray Telles, Aye.  Motion carried with all members of the Board voting Aye.

6.      Steven Chavez, Permission to close and block off road for the St. Francis Fiesta May 11th -14th-, 2017 and extra patrol.

Council advise to get with Chief of Police Chuck Woods and give him a schedule. Trustee, Patrick Garcia made a motion to approve. Trustee Robert Sainz, seconded the motion.

Roll Call Vote:  Trustee Patrick Garcia, aye. Trustee Robert Sainz, aye. Trustee Ray Telles, Aye.  Motion carried with all members of the Board voting Aye.

7.      John Montoya, Fire Chief requesting station improvements to outside of new Fire Station, including a fitness trail.

John Montoya explained that he got with Tulie Trails committee and helping to submit grants to get a fit trail.  With a little labor from their volunteer fire fighters to assist.  Trustee Robert Sainz made a motion to approve.  Trustee Ray Telles seconded the motion.

8.      Approval of Ryann Boggs, Temporary Employment agreement from 02/28/2017 until further transfer of 3rd party as per chapter II, Section 20.01, Paragraph E, of the Village of Tularosa Employment Personnel Policy at $7.50 hr. 

Trustee, Patrick Garcia made a motion to approve. Trustee, Ray Telles seconded the motion.

9.      Rick Gutierrez, approve to submit a Local Road Fund application. 

Trustee, Robert Sainz made a motion to approve.  Trustee, Patrick Garcia seconded the motion.

10     Trustee Patrick Garcia, made a motion to approve. Trustee, Ray Telles seconded the motion.

11.    Notice of Proposed Ordinance #270 The Village of Tularosa will consider for adoption or as rescheduled by Public Notice at the Village offices, an ordinance the title and general subject matter by Title and Subject matter amending the Tularosa Code of Ordinances Section 51.01 and Subsections 50.16 (A) and ( C ) Providing for an increase in Monthly Rates for Water and Sewer Service and for Solid Waste Collection.

Trustee, Ray Telles made a motion to approve. Trustee, Patrick Garcia seconded the motion.

  1. Executive Session as per section 10-15 of the Open Meetings Act, for discussion of the Publish Proposed Ordinance and the Lease Agreement between the Village of Tularosa and Cell Co. Partnership D/B/A Verizon Wireless for the Lease of the Communications Tower located at 705 St. Francis Drive, Tularosa NM subject to the existing Governmental use.

 

13.    Executive Session as per section 10-15 of the Open Meetings Act to discuss the form of relationship between the Village of Tularosa and Sacramento Mountain Services Inc. on the purposed License Agreement.

Item #12, Trustee, Robert Sainz made a motion to approve Lease Agreement between the Village of Tularosa and Verizon Wireless for the Lease of Communications Tower located at 705 St. Francis Drive, Tularosa, NM Subject to the existing Governmental use.  trustee, Ray Telles seconded the motion.

Item #12, Trustee, Robert Sainz made a motion to approve of Publish Ordinance 271 pertaining to by title of subject matter. Trustee, Patrick Garcia seconded the motion.

Roll Call Vote:  Trustee Garcia, Aye. Trustee Robert Sainz, Aye.  Trustee Ray Telles, Aye.  Motion carried with all members of the board voting aye.

Item #13 No Action taken will schedule a special meeting or request to put on next months meeting.
