Village of Tularosa - Workshop - May 19, 2008

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, May 19, 2008. The meeting was held in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova, Trustee Fred Tyler, Trustee Patrick Garcia, Trustee Thomas McKean, Trustee Gloria Sainz, Chief Virgil Mayberry, Reynaldo Guilez Field Supervisor as well as Monica Voorbach Purchasing Agent and Dianna Brusuelas Village Clerk.

Mayor Ray Cordova asked those present to please stand and join in the Pledge of Allegiance.

Trustee Patrick Garcia inquired about the repairs to the pool table for the Recreation Center stating that he felt it was to expensive for repairs.

Mayor Cordova announced the Grand Opening of the Crystal Springs Farm on Thursday from 1:00 to 5:00 P. M. on the east side of the Highway. Village Clerk Dianna Brusuelas advised that she needed a headcount.

Trustee Fred Tyler asked if the red ice cream truck has a business license.

Trustee Patrick Garcia wanted to commend the Field Supervisor and his crew for resolving the sewer problem at 805 Old Mescalero Road, Mr. Al O'Baidi's place.

Village Clerk Dianna Brusuelas informed the Mayor and the Board that she had ordered the wreath for the Memorial Day Celebration and it would be delivered on Saturday and placed at the refrigerators at the community center.

Trustee Patrick Garcia stated that the Skate Board Park was really being utilized. Trustee Fred Tyler said the fence was bent.

Mayor Cordova announced that Mr. Don Ogden was not longer on the Planning & Zoning (thru his own request). The Mayor brought up a request from Tularosa Basin Telephone Company for a scrolling sign. Mayor Cordova felt that the ordinance prohibited flashing signs not scrolling signs and that the highway department did not have a problem unless it was obstructing the view. Trustee Thomas McKean recalled Mr. Mack needing to get approval from the State Highway for his sign. Trustee Fred Tyler advised that the reason Mr. Mack needed approval from the Department of Transportation was because it was going to be so close to the flashing school zone sign. Mayor Cordova said the sign would be further back from the sidewalk. The Board felt that the sign would be nice.

Village Clerk Dianna Brusuelas told the Board that no one brought in any changes for the budget but they would combine the two part time positions at the Courts back into one like it was before. Trustee Fred Tyler commented that he would request that the raises be held until the anniversary date of the last raise which would be November to make sure the money is coming in. Village Clerk Dianna Brusuelas didn't feel that the villages Gross Receipts tax would not be effected because there are no big plants closing in town because there aren't any; the only stores here will remain. Trustee Thomas McKean gave a history of when he came on board the employees received a 2.5% increase in July, a 2.5% in November another raise in June of 2005 and another in June of 2006. Trustee Thomas McKean felt that more needed to be done for the citizens. Village Clerk Dianna Brusuelas told the Board that the village receives gross receipts tax from Family Dollar, Tularosa Travel Center and the Grocery store and those will not shut down so the gross receipts should continue.

Field Supervisor Reynaldo Guilez asked to speak concerning the raises and stated that if it was the consensus of the Board to delay the raises his staff would be ok but would like for one of his employees salary to be increased. Mayor Cordova also brought up two employees which he hoped would be considered for special increases, Rick and Dana. Trustee Fred Tyler felt those special condition employees should be brought up one by one. Trustee Patrick Garcia felt that giving a 3% salary increase with the budget and the other 2% possibly in November. Trustee Thomas McKean brought up putting lights near Riata Road and a Village Limits sign and felt the money should be targeted in that area. It was requested that the special request should be brought up in the June meeting. Trustee Thomas McKean felt that if certain people work for certain Supervisors, their supervisor should put them in for the extra.

Trustee Thomas McKean questioned the lease for the Presbyterian Medical Center on the renewal years for 10 years, that should read 5 years.

Trustee Thomas McKean brought up the survey of the village limits and wanted whoever made the motion to pass to include to ask for 10 copies.

Extensive discussion ensued about the contract with Casa del Sol it was noted that there was a four year contract with a review yearly and that the contract also states that if problems are remedied within so many hours they are not breaking the contract. Trustee Patrick Garcia suggested talking to Jeff and when the contract comes up he wants to go out to bid again. Trustee Fred Tyler read from the contract, the multi-term contract shall be one year with the option to extend for three successive one year terms, Trustee Patrick Garcia felt it could be brought up for renewal now.

Trustee Thomas McKean would like the Water Rights certificates (3) from the Tularosa Community Ditch Corporation to be sent to the village then the village should go out for the water rights that are owned by the village.

Trustee Thomas McKean suggested to ask the surveyor for 12 copies of the survey instead of 10.

Video Cameras for the community center was discussed. Chief Mayberry is working with a vendor.

Trustee Gloria Sainz moved to adjourn and Trustee Thomas McKean seconded the motion. The meeting adjourned at 9:15 P. M.
