Workshop -May 19, 2009
The Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, May 19, 2009 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.
Present: Mayor Ray S. Cordova, Trustee Fred Tyler, Trustee Patrick Garcia, Trustee Thomas McKean, Trustee Gloria Sainz as well as Richard Gutierrez Grants Coordinator and Dianna Brusuelas-Guilez Village Clerk.
Mayor Ray S. Cordova called the Workshop to order asking that all rise and join in the Pledge of Allegiance.
Items presented at the Workshop were items that will be presented at the Regular Meeting of May 20, 2009 which include:
Consideration of Agenda and Consent Agenda
Unscheduled correspondence and Public comments
Resignation of Darrell Chavez, Police Officer
Resignation of Christopher Rupp, Lt.
Presbyterian Medical Services-Request insurance reimbursement of $2,072.27 for repairs to building
Adoption of Ordinance 235 amending Sections 50.02, 50.16, 50.18, 50.19 and 50.21 of the Tularosa Code of Ordinances providing for the required for the required collection of Solid Waste by the Village, setting fees for residential and commercial accounts and regulating placement and maintenance of receptacles and providing penalties
Rick Gutierrez-Prioritize ICIP List for 2009-2010
Rick Gutierrez-Welcome Center/Museum/NMTD Agreement. Does Board want to approve match of $45,000.00
Mayor Cordova-Approval of appointment of Michael A. Gaston as Solid Waste Operator at $11.50 per hour, date of hire 5/11/2009 with 6 months probation
Mayor Cordova-Approval of appointment of Joshua Brian Puckett as Solid Waste Operator at $11.00 per hour, date of hire 5/11/2009 with 6 months probation
Mayor Cordova-Approval of appointment of Lamont R. Robinson as Police Officer at $10.00 per hour, date of hire 5/1/2009 with 6 months probation
Mayor Cordova-Approval of temporary appointment of Armando Salazar as Parks Maintenance as per Chapter II, Section 20.01, paragraph E of the Village Personnel Policy at $7.50 per hour from 5/11/2009 to 6/30/2009 (30 hours per week)

Trustee Thomas McKean-Review expenditure line number for Susan Flores pay and Vanessa Arreola's pay
Trustee Thomas McKean addressed the Veterans Park signs that were damaged by graffiti and suggested cameras and said the Friends received two donations for cameras and asked the village if the could combine money with the Village to install the cameras. Mayor Cordova advised that he would set up a meeting with Lance Tade from Tularosa Basin Telephone Co.
Trustee McKean also said he received a complaint about the weeds on village property and the weeds on Central on the empty lots near Montezuma and suggested the Fire Department do a burn. Mayor Cordova instructed Police Chief Mayberry to check the lots and get together with the Fire Chief and do a controlled burn.
Trustee McKean also got a suggestion from a customer to install a chain link fence on Encino across the park so the new sprinkler system the roses do not get run over by vehicles parking in the park. Mayor Cordova stated that he was looking into wheel stops or concrete barriers.
Trustee McKean asked when the Summer Food Program starts, the response was June 1.
Trustee Patrick Garcia wondered about direct deposit for payroll. Village Clerk Dianna Brusuelas-Guilez said it would be looked into.
Trustee Patrick Garcia asked about the telephone etiquette memo, the Village Clerk said she was working on it.
Mayor Cordova updated the Board on the Solid Waste hoping to start June 1, 2009 and stated that he was talking to the County Commissioners about a transfer station at the La Luz landfill. The new truck should be in next Wednesday, we have received the used truck and the donated will also be in this coming week.
The Mayor and Board of Trustees agreed that the order of the ICIP List should remain only some of the figures would change.
The 25% match for the Welcome Center was discussed.
Discussion on the purchasing the Wimberly property ensued.
There being no further business to come before the Board the Workshop adjourned at 8:30 P.M.
