Budget Workshop - May 11, 2010
The Board of Trustees of the Village of Tularosa met in a Budget Work Session on Tuesday, May 11, 2010 at 1:30 P.M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Trustee Fred Tyler
Trustee Joseph Lueras
Trustee Gloria Sainz
Absent: Trustee Patrick Garcia
Also in attendance was Village Clerk Dianna R. Brusuelas-Guilez, Finance Officer Valarie Delgado, Department Heads Ralph Otero, Prestina Chavez, Benny House, Randi Northrup and Vivian Lueras.
Mayor Ray S. Cordova called the session to order asking that all rise and join him in the Pledge of Allegiance. Mayor Cordova gave an overall projection of what has transpired at the state level saying the village suffered an $89,000.00 shortfall on the Small Cities Assistance and that the village will no longer receive the cigarette tax.
Item 1. Consideration of Agenda
Trustee Gloria Sainz moved to consider the agenda and was seconded by Trustee Joseph Lueras.
Roll Call Vote: Trustee Tyler, aye. Trustee Lueras, aye. Trustee Sainz, aye. Motion carried with all members present voting in the affirmative.
Item 2. Budget Workshop
Village Clerk Dianna Brusuelas-Guilez gave a synopsis of the budget stating that having to cut approximately $89,000.00 Finance Officer Valarie Delgado and herself were presenting a budget where no employee positions were cut and hoped that all Department Heads would use extreme caution in their purchases so that the village would not have to cut positions later on in the year. Valarie Delgado proceeded to read the percentage cuts for each department.
Ralph Otero from the Community Center made his presentation to the board wondering what would happen if the air conditioning or some other major repair to the community center was needed. Mr. Otero was assured that if an emergency should arise he could come to the Mayor and the Board for a resolution.
Prestina Chavez, Director of the Older American Program voiced her concerns on the budget cuts stating that food and gas is more expensive now. Mayor Cordova commended the program and hoped they could provide meals and transportation with the budget as it was.
Detective Benny House of the Police Department, representing Police Chief Ken Selman, requested a salary increase for an officer who would be receiving his certification in the 2010-2011 fiscal year and an increase to a position in which he wanted to make a Sargent position.
Librarian Randi Northrup reported that there was a leaky roof at the Learning Center and there was no way to repair it with the budget as presented. Ms. Northrup was advised that the repairs would not come out of her budget.
Court Clerk Vivian Lueras stated that she could live with her budget knowing that cuts were necessary but said that she would be picking up the medical insurance and it wasn't included in her budget.
In the Water Department, Tim Duran not being able to be present, asked Village Clerk Dianna Brusuelas-Guilez to request changes to increase one salary from $23,920.00 to $26,000.00; increase Repairs & Maintenance fro, $30,000.00 to $31,364.00; Professional Contractual from $12,310.00 to $9,000.00; Supplies-Janitorial $2,000.00 to $1,853.00 and Supplies-Printing from $792.00 to $500.00.
The changes to the General Fund were funded by increasing the transfer from the Street Fund.
Item 3. Adjourn
Trustee Fred Tyler moved to adjourn. Motion was seconded by Trustee Joseph Lueras. There being no further business to come before the Board the work session adjourned at 4:10. P.M.
