Workshop-May 17, 2011
The Mayor and Board of Trustees of the Village of Tularosa met in a Workshop
setting on Tuesday, May 17, 2011 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM.

Also present was Village Clerk Dianna Brusuelas-Guilez and Richard Gutierrez Grants Coordinator.
At 6:05 P. M. Mayor Ray S. Cordova called the Workshop to order explaining that the workshop agenda is based of the agenda for the regular meeting then asked that all rise and join in the Pledge of Allegiance.
Items presented at the Workshop were items that will be presented at the Regular Meeting of May 18, 2011 which include:

Trustee Fred Tyler questioned why the Library would purchase 5 new computers at this time of year when the budget is so tight. Mayor responded that these items were requested back when the funds were available.
Trustee Fred Tyler questioned the bill for video surveillance repair from Alamo Computer & Consulting and asked where there was video surveillance. Village Clerk Dianna Brusuelas-Guilez responded at the Police Department.
Trustee Fred Tyler questioned the charges for DWI blood drawn. Why does the Village pay for it instead of the criminal? Both the Mayor and Village Clerk responded that it was part of the fines the courts access at the time of the court conviction.
Trustee Fred Tyler questioned the monies requested and spent by the Tularosa Police Department for Computers stating that last month the board approved a purchase of software in the amount of approximately $17,000.00 and in this bills list there are expenses totaling approximately $35,000.00. Village Clerk
Dianna Brusuelas-Guilez responded that the Police Chief payed $23,500.00 out of the Law Enforcement Protection Fund and that the Village picked up the remainder of $11,500.00 balance for software which was less than the $17,000 requested.
Trustee Fred Tyler questioned whether or not Mr. Lance Giest of Lancon made a credit adjustment for overpayment for water lines installed at the new Senior Center. Trustee Tyler noticed a payment of $36,687.88 for installation of sluce gates at the wastewater plant. Project Coordinator Rick Gutierrez responded that Mr. Giest did.
Trustee Tyler questioned the validity of the amounts of money the Village spends toward the PNM bills for properties such as 1729 W. Second, 798 Riata, and County Rd. He asks for accountability for these sights such as a sight list of controls to check to see if they are charging correctly. Village Clerk Dianna Brusuelas-Guilez responded that the bills we receive give the meter readings and outline the charges.
Trustee Tyler questioned the charges by Zee Medical Services for sunscreen and
Gatorade and wanted to know if we are purchasing personal items for personal use now? Village Clerk Dianna Brusuelas-Guilez responded that she thought it falls under Safety.
Joan Price from the Alamogordo Daily News requested that the Village Board Meetings not only open with the Pledge of Allegiance to the U.S. flag but also to salute the flag of the state of New Mexico. Trustee Sainz stated it is done at county meetings. Mayor Cordova said the practice would begin at the next meeting.
Mr. Thomas McKean invited everyone to the Memorial Day observance which will be held on May 30th at 11:30 a.m. at the Tularosa Veterans Memorial. Village Clerk Dianna Brusuelas-Guilez said she has arranged for a wreath to be made and the Mayor requested that he make a presentation of the wreath.
Projects Coordinator Rick Gutierrez wants to set on the agenda for next month a proposal for the installation of E-Loos installation at the Community Center park. The Mayor wants a comparison of a cinder block structure such as the one at Utter Park and to view the facilities in Alamogordo to see what would be feasible. Trustee Garcia suggested that the bathrooms be locked at certain hours but that there is a need for bathrooms at the park so park goers don't have to run home to use the bathroom. Projects Coordinator Rick Gutierrez said he would like to put a fence around it. Trustee Tyler said to get the costs to present at the next meeting.
Mr. Terry Buttram of Otero County Electric Coop gave the Village an update on the plans for the 1900 Sq. Ft. warehouse to be built on Railroad Ave. The information is as follows:
The 19,000 sq ft building is still in the design stage.
A Sole Source Alliance has been signed with H.D Supply for 8,000 sq. ft. which will be occupied by H.D. Supply who at the moment are partially owned by Home Depot.
The inventory housed will be 2.5 million.
A stipulation was made to locally hire 3 persons of which at least 2 will be CDL license holders.
The Village will receive sales tax.
OCEC will be the building the warehouse and source supply for Alto, Cloudcroft and Tularosa with plans to expand to western New Mexico including Columbus Electric out of Deming.
There will be no counter sales. All sales will be delivery.
They will be source supply for Rio Grande Electric out El Paso, a sister Coop which serves Ft. Bliss.
Mayor Cordova made mention of the placement of a traffic control device at the corner of Higuera and St. Francis.
Trustee Patrick Garcia moved and Trustee Joseph Lueras seconded to adjourn the Workshop. There being no further business, the Workshop adjourned at 6:30 P. M.
