Workshop-May 15, 2012

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, May 15, 2012 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Joseph Lueras

Absent: Trustee Gloria Sainz
Trustee Patrick Garcia

Also present was Village Clerk Dianna Brusuelas-Guilez and Grants Coordinator Rick Gutierrez.

Mayor Ray S. Cordova called the Workshop to order at 6:10 P. M. asking that all rise and join in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Items presented at the Workshop are the items that will be presented at the Regular Meeting of May 16, 2012 which include:

Leo Reyes-Why after almost 3 years of sewer stench, which is unbearable, continues to get worse and possibly poses health risks, yet has not been resolved? (2) This situation is unacceptable, when can we expect it to end?

Mayor Ray S. Cordova-Approval of appointment of Charles Wood as Police Chief effective May 3, 2012 with a 6 months probation

Trustee Fred Tyler-Approve replacing sound system in municipal building meeting room by Mark Sound and Video Services using monies from Small Cities Assistance funds for a total of $2,752.00

Trustee Fred Tyler-Approve change to ordinance amending section 151.02 of Tularosa Code of Ordinances by removing the work 'repair' from the first sentence of (A). Cannot be enforced and is now only selectively applied

Monica Voorbach told the Board Members that she received a call from Trustee Gloria Sainz reference hot dogs that she usually serves at the Tularosa Veterans Memorial Day Observance celebration. Trustee Sainz wondered if the Board members would take over this year since she is in the hospital. Mayor Cordova said he would ask Susan Flores to organize and would request funding.

Rick Gutierrez asked about the work on Lizard Ranch Road that Ms. Gigliani requested. Mayor Cordova informed him that there was a Road Maintenance Agreement filed at the Otero County Courthouse which all property owners signed that the easement would be maintained by the property owners not the village. Mayor Cordova asked Mr. Gutierrez to please inform her.

Trustee Joseph Lueras informed the Board that $20,000.00 was allocated for playground equipment at the Little League Field.

Mr. Leo Reyes came before the Mayor and Board expressing concerns about the sewer smell west of town. Mayor Cordova explained that engineers from Gannet Fleming West were in Tularosa today to help with the problem. The Mayor spoke of some of the problems the Wastewater Plant has including components, diffusers and intake blowers. In the meantime staff is trying to aireate the sludge as often as possible. Trustee Joseph Lueras asked if there was a time frame. Mayor Cordova said hopefully 30 days then the process will start if the funding is released.

Trustee Fred Tyler asked the Mayor if he had talked to the attorney for the owner of Otero's Mini Mart. Response was yes, Mr. Hawthorne would get in touch with his client and get back to the Mayor.

There being no further business to come before the Board for discussion the Workshop adjourned at 7:12 P. M.
