Regular Meeting-November 10, 2010

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, November 20, 2010 at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova

Trustee Fred Tyler

Trustee Patrick Garcia

Trustee Gloria Sainz

Absent: Trustee Joseph Lueras

Also present was Village Attorney Jeff Rhodes and Village Clerk Dianna Brusuelas-Guilez.

At 7:00 Mayor Cordova called the meeting to order asking that all rise and join him in the Pledge of Allegiance.

Item 1. Consideration of Agenda & Consent Agenda

Trustee Fred Tyler had a question on the bills wondering what Caselle Incorporated was. Village Clerk Dianna Brusuelas-Guilez answered that it was the software company for the accounting of the village.

Trustee Fred Tyler also asked about a bill for BEH drug screening being charged to the wrong account. Village Clerk Dianna Brusuelas-Guilez said she would check on it and do a journal entry if necessary.

Trustee Fred Tyler also asked if Kody Sparks had come into the office for the ordinance, the response was no, Trustee Tyler requested that the mobile home ordinance be given to him should he stop by.

Trustee Patrick Garcia moved to approve and was seconded by Trustee Gloria Sainz.

Roll Call Vote: Trustee Garcia, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members present voting in the affirmative.

Item 2. Unscheduled Correspondence & Public Comments (3 min.)

Ms. Henrietta Stockell came before the board in reference to the flyer from the State Highway Department. Ms. Stockell said she and others are pleased with the results of it, however she is concerned about the Highway Department not answering the comments and questions solicited by them and would like for the village to urge the Highway Department to have the questions answered.

Mayor Ray S. Cordova explained that the village has not authority over the Highway Department but would ask them to respond.

Mr. Thomas McKean proceeded to invite everyone to the Veterans Day Celebration November 11th at 11:00 A. M. at the Community Center Park.

Item 3. Reports from Village Departments

No reports.

Item 4. Brenda Jackson-Water bill at 1713 W. 2nd need assistance, requesting adjustment

Trustee Patrick Garcia moved to adjust the April bill to the Tier I Level. Trustee Fred Tyler seconded the motion.

Roll Call Vote: Trustee Garcia, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members present voting in the affirmative.

Item 5. Kathryn & Tim Gipson-128 Bookout NE-Give us access to tap

Trustee Gloria Sainz moved to take no action since the Gipsons did not make an appearance. Motion wa seconded by Trustee Patrick Garcia.

Roll Call Vote: Trustee Garcia, aye. Trustee Sainz, aye. Trustee Tyler, aye. Motion carried with all members present voting in the affirmative.

Item 6. Old Business

Trustee Fred Tyler asked about Rhino Subdivision. Attorney Jeff Rhodes informed that that deed has been recorded, the change of ownership for the water rights is being signed by Mr. Dwyer then the Mayor will sign and it will be recorded at the State Engineers office.

Trustee Gloria Sainz asked again about the tree on Bosque in front of Mr. Godfrey Chavez house. Mayor Cordova said the village has a sprayer and needs to buy chemicals and send a couple of employees to training but that this is not the right time to spray.

Trustee Fred Tyler asked about the take vehicle home policy. Mayor Cordova said the Police Department and the on call personnel can take vehicles home. Trustee Tyler says he see's them at lunch etc. Mayor Cordova responded that during the day, yes they are used but not during the weekends unless the on duty person calls out for extra help. Village Clerk Dianna Brusuelas-Guilez reminded the Mayor and the Trustees that there are usually two people on stand-by or weekend duty, the person manning the water and wastewater plants and the regular weekend duty person.

Trustee Patrick Garcia brought up the Tularosa Youth Recreation stating that the program has always been neglected and Director of Youth Sonya has compiled a list of equipment and items needed. Trustee Garcia expressed that once the seniors move to their new building he would like to expand the recreation into more usage of the area for the youth. Mayor Cordova said they would see what they can do about funding.

Item 7. New Business

Trustee Patrick Garcia asked about the PNM rate increase. Mayor Cordova responded that they are scheduling another Mayor's meeting sometime inDecember and would let everyone know when it is set.

Mayor Ray S. Cordova announced that tenatively the seniors would be moving into their new building the week before Christmas, furniture and equipment will come in around the 13th.

Trustee Patrick Garcia announced that the meeting with Paul Quaroli having to do with the flood plane will take place November 17th in Tularosa at 6:30.

Item 8. Adjourn

Trustee Gloria Sainz moved to adjourn and Trustee Patrick Garcia seconded the motion.

The Regular Meeting of the Board of Trustees ended at 7:25 P. M.
