Workshop-November 20, 2012
The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, November 20, 2012 at 6:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM.
Present: Mayor Ray S. Cordova
Trustee Patrick Garcia
Trustee Joseph Lueras
Trustee Gloria R. Sainz
Trustee Fred O. Tyler
Absent: Trustee Patrick Garcia
Also present at the Workshop was Village Clerk Dianna Brusuelas-Guilez, Grants Coordinator Richard Gutierrez.
At 6:03 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.
Items presented at the Workshop are the items that will be presented at the Regular Meeting of November 21, 2012 which include:
Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Valarie Delgado-Approval of Budget Adjustments Request 2012-1 moving salary from Judicial to Legislative
Valarie Delgado-Approval of Resolution 2012-13-08 making certain increases and decreases to the budget
Mayor Ray S. Cordova-Approval of appointment of Kenny A. Crowe as Police Officer with 6 months probation, effective 11/12/2012 at $12.50 per hour
Doug Buchanan-Collection of unpaid water bills should be responsibility of Village not land owners, modify your billing or deposit to cover your possible losses. Land owners not responsible
Ray Telles-Second hand store-the old Wells Fargo building-needs to relocate their things for sale to the rear of building and place slats on fence to cover the back
Cecelia Garcia-Requesting a 4 foot variance at 219 Bosque
Mayor Ray S. Cordova-Approval to make Chief Chuck Wood as a Regular Full time employee, end of probation 11/3/2012, pay increase to $19.50 effective November 22, 2012
Dianna Brusuelas-Guilez-Request to close village December 31, 2012, New Years Eve-Employees will use a vacation day
Trustee Fred Tyler asked about the sign permit for the used car business. Village Clerk Dianna Brusuelas-Guilez said a letter had been sent and would follow-up on the matter.
A citizen was concerned that the Recreation Center was still closed and the children had no where to go.
Trustee Joseph Lueras said the item is on the agenda but did not know if it went through the proper procedures and felt it should have been posted to the public, he was in favor of advertising for the program director and revamping the program with new blood with all the complaints they have received. Trustee Lueras asked the citizen to come to the regular meeting and voice her opinion.
Trustee Fred Tyler said the only complaint he received was that Ms. Gililland always had the van full with her kids. Trustee Tyler said he moved his daughter and his five grand children to Tularosa last summer and when they checked with Ms. Gililland about availability to travel in the van there was room, he also stated that his daughter was interested in the position when it became vacant since she was the Boys and Girls Club Director in Mississippi, but when he told her what it would entail and the pay she said 'I want to work with kids but that is slaving.' Trustee Tyler felt the job was above and beyond Director's duties.
Trustee Fred Tyler said there was digging on Posey Lane without a permit and ordinance 151.07 says they need a permit. The office personnel said they have never issued a permit. Village Clerk Dianna Brusuelas-Guilez said she would inform her cashier to issue a site permit and that the reason for the permit would be so the village could keep track of what contractor did the work and if the street does not meet our specifications we can call them back.
Trustee Fred Tyler asked about the sludge removal. Mr. Rick Gutierrez said that Silva's Electric will mobilize right after Thanksgiving.
The Board of Trustees said they would like a Workshop on 2nd Hand stores, pawnshops and the implementation of raises. Suggested increases were to the water, sewer, garbage, traffic citations.
There being no further discussion to come before the board the workshop adjourned at 6:55 P. M.
