Workshop-November 19, 2013

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, November 19, 2013 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM.

Present: Mayor Ray S. Cordova
Trustee Ronald Cooksey
Trustee Patrick Garcia
Trustee Gloria Sainz

Absent: Trustee Fred Tyler

Also present was Village Clker Dianna Brusuelas-Guilez, Rick Gutierrez, Grants Coordinator and Monica Voorbach Payroll/AP Clerk.

 

At 6:00 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Items presented at the Workshop are the items that will be presented at the Regular Meeting of November 20, 2013 which include:

Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Consider for Adoption Ordinance 249 adopting a new section 70.01C of the Tularosa Code of Ordinances, adopting 2013 amendments to the 2010 Uniform Traffic Ordinance providing new penalties for driving while license is revolked, an electronic for or citation and reporting convictions and to publish by Title and Subject Matter
Approval of Resolution 2013-2014-11 authorizing and approving sub-mission of a completed application for financial assistance and project approval to the New Mexico Finance Authority for a 2nd main fire station building
Approval of Resolution 2013-2014-12 calling for the March 4, 2014 Election
Approval of Resolution 2013-2014-13 Budget increases and/or decreases
Approval of Budget Adjustment Request 2013-2014-1
Dianna Brusuelas-Guilez-Approval of Section 80.01 of the Tularosa Employee Personnel Policy
Executive Session as per section 10-15-1(H) of the Open Meetings Act for the discussion of the purchase, acquisition or disposal of real property
Randy Burror-Christ Community Church-request to purchase lot at 101 Central, next to Tularosa Community Church
Assign Valarie Delgado as Deputy Clerk for the purpose of the Election Process
Mayor Ray Cordova-Approval of appointment of Diana Ortega as Assistant Cook with 6 months probation at $9.00 per hour, date of hire 10/17/13
Trustee Patrick Garcia-start outreach for Luminaria Program
Trustee Fred Tyler-Trees at corner of 1st & Encino and 2nd and Encino Safety hazard. Hire tree service to remove
Trustee Fred Tyler-Street signs installed by NMDOT at St. Francis

Village Clerk Dianna Brusuelas-Guilez informed the Board that the 2012-2013 Audit was completed the week of October 28th and the exit conference was held with the Mayor.

Mr. Rick Gutierrez said that a gentleman named Edward Lopez asked if he could enter the property at 385 Central and get the metal. Trustee Patrick Garcia responded that he could not legally give permission since it is not village property. Mayor Ray Cordova said Mr. David Baca wanted to buy the property at the county auction but it had been taken off the auction block. Questions were asked as to why the property was taken off the auction block. Village Clerk Dianna Brusuelas-Guilez said she would find out and have an answer to tomorrows meeting. Trustee Patrick Garcia read the villages weed ordinance.

Trustee Ronald Cooksey asked the status of hiring a dog catcher at the Police Department. Mayor Cordova responded that the Chief said he was going to hold off until the beginning of the year.

Trustee Patrick Garcia asked the Fire Chief if he could do a controlled burn at the Sewer Plant. Fire Chief John Montoya said he felt skeptical about lighting piles that large and suggested mulching. Mayor Cordova said the county has a large mulching machine but didn't know if it was mobile. Fire Chief John Montoya said it was mobile. Mayor Cordova asked Rick Gutierrez to remind him to talk to County Commissioner Susan Flores about borrowing the mulcher.

Discussion on the sale of the property at 101 Central. Mayor Cordova said that the Community Church has requested to purchase the property from the village. The village is in dire need of some property by the Stogden well owned by Lance and Robin Giest. Mayor Cordova said negotiations will be discussed in executive session referencing both properties.

On assigning Valarie Delgado as Deputy Clerk for election purposes it was agreed to leave things as they have previously been and not assign anyone as Deputy Clerk for the election process.

The hiring process was discussed as well as the luminaria program. The Mayor and the Board discussed giving administrative leave to the employees for Christmas Eve, December 24th. The Mayor hoped that the employees would contribute time for the luminaria program.

Trustee Ronald Cooksey moved to adjourn, motion was seconded by Trustee Patrick Garcia. Workshop adjourned at 7:10 P.M.
