Workshop-October 19, 2010

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, October 19, 2010 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Fred Tyler
Trustee Patrick Garcia
Trustee Gloria Sainz

Absent: Trustee Joseph Lueras

Also in attendance was Village Clerk Dianna Brusuelas-Guilez and Richard Gutierrez Grants Coordinator.

At 6:05 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance.

Items presented at the Workshop were items that will be presented at the Regular Meeting of October 20, 2010 which include:

Trustee Fred Tyler-Rescind approval for proposal #1 from NM Dept of Transportation for improvement to St. Francis Drive which was done at June or July's meeting

Mayor Cordova brought up the fact that both the Workshop and the Regular Meeting were taking about two hours a piece and explained the intent of the workshop, citing that the workshop is intended for the board to question anything on the agenda and have questions answered if necessary. The regular meeting would then go quickly and the board makes their decisions and votes on the items then, the workshop should simplify the regular meeting.

Village Clerk Dianna Brusuelas-Guilez asked about presentation's and the Board preferred presentation's to be at the Workshop.

Trustee Fred Tyler questioned several of the bills.

Trustee Fred Tyler also asked if there were any bathrooms at the Animal Control building. The answer was no but that the building had been plumbed for some and needed a cement slab poured before they could continue. Ms. Gunderson the Animal Control Officer said she could get volunteers.

Trustee Gloria Sainz asked about the tree in front of Godfrey Chavez' house at 406 Bosque stating that it is ready to fall over and feels that it is a safety issue.

Mr. McKean, a member of the audience, announced a Veteran's Day Observance on November 11, 2010 at 11:00 A.M. at the Community Center Park and invited the Mayor and members of the Board. Mr. McKean also brought up that ordinances 239 and 240 did not have the statement "passed, approved and adopted ..." and should be corrected.

Trustee Patrick Garcia asked how often the Department reports would come in? Trustee Fred Tyler said it was already voted on to have Code Enforcement and Community Service Worker reports. Mayor Cordova suggested that the Trustees go to whatever Department they wanted to know something about and ask.

Ms. Naomi Sainz who is a consultant and works for Indigenous Business Solutions made a presentation on "the Amazing ELOO".

Mr. Dave Kelly representing Roof Care made a presentation and submitted two proposals, one for repairs the the Public Safety Building and one for the Medical Facility.

Trustee Fred Tyler suggested that someone check to see if there are enough electrical outlets and internet portals at the new senior center being building. Mr. Rick Gutierrez said the architect Barbara was taking care of that.

Trustee Patrick Garcia asked about the Otero Mini Mart and it's status. Mayor Ray Cordova said he has received two bids to clean it up and is waiting for a third and will mail those with pictures to the clients attorney.

Trustee Patrick Garcia asked if the signs along the median that say adopt a sign could take that part off and leave the remainder of the sign. Trustee Fred Tyler voiced concern that this project would soon be part of village maintenance.

There being no further business to come before the workshop Trustee Gloria Sainz moved to adjourn and was seconded by Trustee Patrick Garcia, at 7:50 P.M. the Workshop ended.
