Regular Meeting-October 15, 2014   

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, October 15, 2014 at 7:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present:       Mayor Ray S. Cordova
                   Trustee Patrick Garcia
                   Trustee Ronald Cooksey
                   Trustee John 'Ray' Telles
                   Trustee Robert Sainz

Also present was Village Clerk Dianna Brusuelas-Guilez.

Absent:        Village Attorney Jefferson Rhodes

At  7:00 P. M. Mayor Ray S. Cordova called the meeting to order asking that all rise and join him in the Pledge of Allegiance to the Flag and the salute to the Flag of the State of New Mexico.

Item 1.       Consideration of Agenda and Consent Agenda

Trustee Patrick Garcia moved to approve the Agenda and Consent Agenda with a second by Trustee Ronald Cooksey. 

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Garcia, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members of the Board voting aye.

Item 2.       Unscheduled Correspondence and Public Comments (3 minutes)

First to come before the Mayor and Board was Ms. Iris Ruiz stating that she was disappointed in the Keep Tularosa Beautiful program and as a former volunteer felt that there has been no productive activity, citing the kennel where the aluminum cans are stored is overgrown with weeds, the highway center medians are ill-kept.  Ms. Ruiz asked the Mayor and the Board to consider vacating the paid hours of the volunteer and presented a letter to each.

Mayor Cordova responded that the village is not responsible for the medians but are responsible for the memorials in the medians, each person who purchased the roses signed an agreement for the upkeep.  Ms. Flores from Keep Tularosa Beautiful was supposed to write a letter to the owners of memorials that are not being kept up.

Trustee Robert Sainz said he is in agreement with the program and that the medians are enhanced by the rose bushes but that ¾ are non-compliant and only ¼ are in compliance.  Trustee Sainz also said he has requested set hours for the program and has not received any.

In reference to the cans Mayor Cordova said they are sold and the proceeds to go feed the animals at the animal control center.  Trustee Sainz asked if there should be a record in the office as to how much money the cans bring in and how much is dispensed.  Trustee Sainz requested to see receipts of how much was brought in from selling the cans and how much was spent and asked the village clerk if any money had been turned into her office, the response was no.  Trustee Sainz asked Mayor Cordova to please check into that.

Next was Mr. Kirk Crawford asking for the options for the overtime issue.  Mayor Cordova told him he could come by the office and request a copy. 

Trustee Patrick Garcia brought up the Keep Tularosa Beautiful signs, and asked if they could clip the size of the sign.  Mayor Cordova said he would see if he could get something done.

Item 3.       Adoption of Resolution 2014-2015-11  Authorizing and approving submission of a completed application for financial assistance for a Planning Grant and project approval to the New Mexico Finance Authority

Trustee Patrick Garcia moved to adopt Resolution 2014-2015-11.  Motion was seconded by Trustee Robert Sainz

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Garcia, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members of the Board voting aye.

Item 4.       Gustavo Martinez-Approval to establish a Sports Bar & Grill at 275 Central, 5,000 Sq. Ft. building

Mr. Gustavo Martinez gave the Board and Mayor a little background about himself saying  that he was a Vietnam Vet, retired from the Federal Government in Washington, DC as a GS-15 and held a PhD in social policy.  Mr. Martinez said he has purchased several properties in Tularosa and other states and has a passion to open a Sports Bar & Grill at 275 Central which would include families.

Trustee Ronald Cooksey asked if he had applied for a liquor license from the state.  Mr. Martinez replied no, that his establishment would only serve beer and wine.  Mr. Martinez stated that the grill area would be a small menu.

Mayor Ray Cordova asked if Mr. Martinez had a floor plan of what it would look like and advised that the Environment Department would have to check the kitchen area if he was going to have a grill and the he would have to get a liquor license from the state to sell beer and wine. Mayor Cordova said after that portion is completed they would consider. 

Trustee Robert Sainz asked Mr. Martinez if he has spoken to the neighbors in the area.

Trustee Patrick Garcia said he felt the business community would welcome him and his new business within certain perimeters.  Mr Martinez thanked the Mayor and the Board for their guidance.

Item 5.       Trustee Ronald Cooksey-Executive Session to discuss limited personnel matters

Trustee Ronald Cooksey requested his item be placed on the next agenda.

Item 6.       Trustee Ronald Cooksey-Discussion of having two (2) Regular
Meetings per month and dropping workshop

It was agreed that the Village Clerk would just email updates to the Trustees on things that were going on.

Item 7.       Old Business

Mayor Ray Cordova briefed the board on a Small Communities Initative meeting on the project of redoing main street and informed the board that he sent Susan Flores in his place because she helped put together the application.  Mayor Cordova advised that on the Plaza project they are still have problems with the properties.  

 Item 8.       New Business

Trustee Patrick Garcia said being that Tularosa is so historical he feels that the village should have something special mentioning that Albuquerque has the Balloon Festival, Deming has the Duck Race and Ruidoso has the Aspenfest. 

Mayor Cordova feels that dressing up main street will help.  

Item 9.       Adjourn

Trustee Ronald Cooksey moved to adjourn with a second from Trustee Patrick Garcia.

The Regular Meeting adjourned at 7:43 P. M.
