Workshop-October 14, 2014

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, October 14, 2014 at 6:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
Trustee Patrick Garcia
Trustee Ronald Cooksey
Trustee John 'Ray' Telles
Trustee Robert Sainz

Also present at the Workshop was Village Clerk Dianna Brusuelas-Guilez.

At 6:05 P. M. Mayor Ray S. Cordova called the workshop to order asking that all rise and join him in the Pledge of Allegiance to the flag and the Salute to the flag of the State of New Mexico.

Items presented at the Workshop are items that will be presented at the Regular Meeting of October 15, 2014 which include:

Consideration of Agenda and Consent Agenda
Unscheduled Correspondence and Public Comments
Adoption of Resolution 2014-2015-11 Authorizing and approving submission of a completed application for financial assistance for a Planning Grant and project approval to the New Mexico Finance Authority
Gustavo Martinez-Approval to establish a Sports Bar & Grill at 275 Central, 5,000 Sq. Ft. building
Trustee Ron Cooksey-Executive Session to discuss limited personnel matters
Trustee Ron Cooksey-Discussion of having two (2) Regular Meetings per month and dropping workshop

Trustee Ronald Cooksey what the status was on the camera that is to be installed. Village Clerk Dianna Brusuelas-Guilez said Rick Gutierrez was still in the process of getting prices.

Ms. Iris Ruiz presented the Board with information on the Emerald Ash Borer and advised the Mayor and Board to contact Tom Dominguez from the Extension Service if the village wanted more information.

Trustee Patrick Garcia said the noise issue with Tulie Cafe has been addressed.

Trustee Patrick Garcia asked if Todd Karlin had been in to talk to the Mayor about repairs to the Solid Waste truck. Response was no.

Trustee Patrick Garcia said he was in contact with Kevin Norman from the State Highway Department on the vacuum for the corner of the highway and Sacramento Street. The state Highway Department is in the process of deciding whether they are going to tear that corner up and redo to have that corner drain better or just repair.

Trustee Patrick Garcia reported that the property at 285 Central, Otero's Mini Mart” is coming up for auction.

Trustee Patrick Garcia requested that a notice be sent out to property owners to clean up the weeds, with the rainstorms the village has had weeds are out of control.

Trustee Patrick Garcia reminded all the board that he placed some information from Pastor
Randy as to what their intentions are with the Bear Trap.

Trustee Robert Sainz updated the Board on the meeting in Santa Fe with Non-Metro Area Agency on Aging. Trustee Patrick Garcia said that at the state level the program is doing real well, it is at the local level where we are encountering problems with the cash flow, seems that the Senior Center is spending more money than they are bringing in which causes the cash flow problem. Trustee Garcia asked if it would be prudent to ask the AAA to come and assess the problems and give a blueprint on possible solutions.

On the executive session item, Village Clerk Dianna Brusuelas-Guilez advised the Mayor and members of the Board that the Village Attorney would not be present at the meeting. The Mayor and Trustee Garcia said they would feel more comfortable if the attorney was present and asked Trustee Cooksey if he would postpone his item until the next regular meeting.

Trustee Ronald Cooksey felt that he is not kept informed of what is going on in the village and suggested a second meeting. Trustee Patrick Garcia suggest sending email's instead of having a second meeting.

Trustee Patrick Garcia said his meeting with Joel Marr referencing the Marr property has been rescheduled and he will update everyone after the meeting.

The Workshop ended at 6:55 P. M. with a motion by Trustee Ronald Cooksey and a second by Trustee John 'Ray' Telles.
