 Regular Meeting –October 18, 2017

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, October 18, 2017 at 6:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

At 6:00 P. M. Mayor Ray S. Cordova called the meeting to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

1. Consideration of Agenda and Consent Agenda

Trustee Patrick Garcia made a motion of the consideration of the Agenda and consent of agenda.  Trustee Deanna Montoya seconded the motion.

Roll Call Vote:   Trustee Patrick Garcia, aye. Trustee Robert Sainz, aye.Trustee Ray Telles, aye.  Trustee Deanna Montoya, aye. Motion carried with all members of the board voting aye.

2. Rebekah Graham timing in which Sewer, Water lines, and road will be repaired at Mia estates, Marin Dr.

Rebekah Graham, explained the corner of Radio and Riata road the subdivision that was put in about 7 years ago.  Has village water and sewer however there is  a lot of pot holes and understanding where the sewer line runs, the pavement is sinking in. Rebekah stated she purchased a lot and just with the rains in the past months its gotten worse and can see 5 to 10 feet underground.  She is going to get ready to build a house in November or December and concerned when the repairs will get done because of children and animals.  Rebekah also stated General Hydronics had done the work and maybe the Village has communication with company getting the work done correctly. Trustee Patrick Garcia asked what was the developers name Rebekah said it was Paul Jones. Trustee Patrick Garcia stated the issues the Village had with the developer is he did not meet some standards that were required. Trustee Sainz stated they had tried to reach the contractor, because of the orange barrels left out and the sewer lines being exposed. Rebekah stated that the barrels are still there.  Mayor stated that we need to get back with the owner and Trustee Garcia asked for the Clerk to get the history of Radio Road with recent Clerk and Rick and what was the end results. Trustee Telles asked if she was having problems with her sewer line Rebekah stated no that the sewer lines were exposed.  Rebekah also stated if there is anything she could do that she has contact with the owner and would like to help.

3.  Chuck Sampson Approval to establish a mobile coffee unit at 98 Central Ave. Tularosa, NM.

Trustee Robert Sainz made a motion to approve. Trustee Deanna Montoya seconded the motion.

Roll Call Vote: Trustee Patrick Garcia, aye. Trustee Robert Sainz, aye. Trustee Deanna Montoya, aye. Trustee Ray Telles, aye. Motion carried with all members of the Board voting aye

4. Lance Geist approval to pay past due invoice for work completed at Community Center to remodel Help Headstart in 2012 for $1,313.81.

Trustee Patrick Garcia asked the board to do their duel delingency and post item #4 and item #5 on agenda until the next meeting.  Get in touch with past employee and get more information find out exactly why these invoices were not paid 

Trustee Ray Telles made a motion to Pose Pone. Trustee Robert Sainz seconded the motion.

Roll Call Vote: Trustee Patrick Garcia, aye. Trustee Robert Sainz, aye. Trustee Deanna Montoya, aye. Trustee Ray Telles, aye. Motion carried with all members of the Board voting to post pone.  

5. Lance Geist approval to pay past due invoice for Video Inspection on Higuera sewer main in 2015 for $2,702.15.   
 
Trustee Ray Telles made a motion to Post Pone. Trustee Robert Sainz seconded the motion

Roll Call Vote: Trustee Patrick Garcia, aye.  Trustee Robert Sainz, aye. Trustee Deanna Montoya, aye. Trustee Ray Telles, aye. Motion carried with all members of the Board voting to post pone.

6. Linda Vigil, approval of hire as the Tularosa Librarian at $10.00 hr. with 6 months probation. 

Trustee Robert Sainz made a motion to approve. Trustee Patrick Garcia seconded the motion

7. Violet Norman, approval of Monica Padilla as the office assistance and home delivery driver for meals for Tularosa Senior Center at $9.00 hr. with 6 months probation

Trustee Deanna Montoya made a motion to approve. Trustee Robert Sainz seconded the motion 

Roll Call Vote: Trustee Patrick Garcia, aye.  Trustee Robert Sainz, aye.  Trustee Deanna Montoya, aye. Trustee Ray Telles, aye. Motion carried with all members of the Board voting aye.

 8. Violet Norman, approval of Alyssa Telles as the new Cook-Manager for the Tularosa Senior Center at $11.00 hr with 6 months probation. 

Trustee Patrick Garcia made a motion to approve. Trustee Robert Sainz seconded the motion

9.  Mayor Ray Cordova, approval of Justin Voorbach as a Water Plant operator with a level I at $15.00 hr with 6 months probation.      

Trustee Robert Sainz made a motion to approve.  Trustee Deanna Montoya seconded the motion.

10. Executive Session as per section 10-15-1(H) of the Open Meetings Act to discuss the Waste water Utility Operator Service Contract between Tony Medina and the Village of Tularosa.

Trustee Patrick Garcia made a motion to go into executive session. Trustee Ray Telles seconded the motion.

Roll Call Vote:  Trustee Patrick Garcia, aye. Trustee Robert Saint, aye. Trustee Deanna Montoya, aye.  Trustee Ray Telles, aye. Motion carried with all members of the Board voting aye

Trustee Patrick Garcia made a motion returning back from executive session. Trustee Deanna Montoya seconded the motion.

11. Approval of Tony Medina Waste water Utility Operator Service Contract with the Village of Tularosa.

Mayor Ray Cordova. stated with the edition that either party may cancel the contract with a 30 day written notice.

Trustee Robert Sainz made a motion to approve.  Trustee Ray Telles seconded the motion.

12. Unscheduled Correspondence and Public Comments (3 Minutes)

Trustee Ray Telles, stated that Kevin Norman is going to have the millings ready to be picked up by the 26 of November.

Trustee Patrick Garcia asked who was in charge of the baseball field Mayor said it was Ralph Otero. The school wanted to blade the in fields and he thinks the little league is ok with it. To take out all the grass from the in field and make it all dirt and the Village would have to remove the sprinkler system. Trustee Robert Sainz stated  that the school was only going to use the baseball field on a temporary basis until they got one built in the school area.  Trustee Patrick Garcia also agreed and was not sure we should do it if the school builds another field.. 

Village Clerk, Monica Voorbach requesting the day off for employees the Friday after Thanksgiving day to use vacation if employees do not have the leave, will be without pay.  Trustees and Mayor approved and to send out a memo to employees.
