Workshop-September 21, 2011
The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Wednesday, September 21, 2011 at 6:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM.

Trustee Gloria R. Sainz
Trustee Fred Tyler
Absent: Trustee Joseph Lueras
Also present was Village Clerk -Treasurer Dianna Brusuelas-Guilez and Richard Gutierrez Grants Coordinator.
At 6:05 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the salute to the flag of the State of New Mexico.
Items presented at the Workshop were items that will be presented at the Regular Meeting of September 22, 2011 which include:

Information: Fiscal Year 2011-12 Final Budget certified by DFA-Local Government Division
Paula Koch-Request to move car in front of 605 Bosque so we can see getting out of driveway
Archie Wilson-Dropping trash service, tired of paying for everyone elses trash, having to pick up trash from street when someone tips it over
Thomas Seddon-Permission to place house at 401 Durazno
Robin and Mark Makowski-Protest additional charge for trash-we live on premises and do not need it-do not produce trash from bix
Approval of appointment of Angela Denise Ortega as a NM certified Dispatcher-Probationary Employee-Date of Hire 8/29/2011-$9.00 per hour
Approval of appointment of Emilio Alonzo as Police Officer-Probationary Employee-Date of Hire 9/15/2011-$10.00 per hour
Approval of appointment of Robert W. Hedman Jr. as Animal Control-Temporary Employee not to exceed 6 weeks-Date of Hire 9/6/2011 and ending 10/14/2011-$9.00 per hour
Approval of Temporary Employment Agreement with Patrick Wooten as per Chapter II, Section 20.01, Paragraph E, of the Village of Tularosa Employee Personnel Policy from 10/01/2011 - 12/30/2011 at $7.50 per hour with no more than 20 hours per week
Approval of Temporary Employment Agreement with Susan Flores as per Chapter II, Section 20.01, Paragraph E, of the Village of Tularosa Employee Personnel Policy from 10/01/2011 - 12/30/2011 at $10.00 per hour with no more than 20 hours per week
Approval of Adoption of Resolution 2011-2012-06 to accept the (MAP) Municipal Arterial Program project contract-Radio Road Improvements with NMTD
Approval of Adoption of Resolution 2011-2012-7 entering into a Co-Op Agreement with the NM State Highway & Transportation Department
Select one of three alternatives for the Wast water Plant removal of the sludge from the Old Aeration Basin
Appointment of Mr. Paul Quaroli and/or staff to aid the village with Flood Plan Management
Rick Gutierrez-Award bid for HVAC maintenance
Trustee Fred Tyler-Discuss adequacy of nuisance ordinance as it pertains to noise. Citizen complaints re: excessively loud music from Tulie Cantina after10:00/11:00 P. M.
Trustee Fred Tyler-Review proposed employment agreement and proposed combination position-Approve offering employment agreement to Susan Flores at expiration of current temporary agreement (30 Sept 11)
First to come before the Board was Jodie Garcia from Gannett Flemming West presenting an overview of the three alternatives for the Waste Water Plant removal of the sludge. Mr. Garcia made it clear that this would be a short term remedy not a long term remedy with the alternatives being composting, land application and sending bio-solids to the landfill. Mr. Garcia gave his recommendation of sending the Bio-solids to the landfill which will entail getting a certified hauler and advised that the Environment Department keeps a list the certified haulers.
A concerned citizen was thankful for the clean up of a yard on 1st Street and Granado.
A question on the engineers report on the Stogden and Montezuma wells and the Flood Control status. Mayor Cordova advised that representatives from Federal, State, Senator Udall's office were in Tularosa and were taken to the creek site. They are going to push the issue of getting us out of the Flood zone.
There was note that 90% of the house on 1006 Marshall was down.
There was a report that the park signs have been installed.
The Pilar Chavez Lane water line was discussed, the issue being funding. Tapping off Sierra Terrace is a possibility and a fire hydrant will be needed.
Restrooms for James Vigil park and the Community Center park was discussed. Mr. Rick Gutierrez said it would cost about $6,000.00 for the E-Loo's.
There was a report of vandalism at the Veterans Memorial Park.
Daryl Balzano representing Tulie Cantina was present because of some complaints of loud music at the cantina. Mr. Balzano said he keeps his music under 130 decibles but has the bands playing in the outside patio. Mr. Balzano said he would work with the community and could try to move the band to the north end of the patio to see if the sound travels south, right now the band is set at the south end of the patio. Mr. Balzano and the village agreed that a new ordinance addressing commercial districts and music has to be established. Mr. Balzano said he would be willing to help with the ordinance.
Trustee Fred Tyler brought up an agreement to combine the Community Service Coordinator and the Code Enforcement.
At 7:30 P. M. Trustee Patrick Garcia moved to adjourn.
