Regular Meeting-September 18. 2013

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, September 18, 2013 at 7:00 P. M. in the Court-Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, NM. Mexico.

Present: Mayor Ray S. Cordova
Trustee Patrick Garcia
Trustee Ron Cooksey
Trustee Gloria Sainz
Also present was Village Attorney Jefferson Rhodes, Grants Coordinator Rick Gutierrez and AP Clerk Monica Voorbach.

Absent was Village Trustee Fred Tyler and Dianna Brusuelas-Guilez, Village Clerk.

At 7:00 P. M. Mayor Ray S. Cordova called the meeting to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Item 1. Consideration of Agenda and Consent Agenda

Trustee Patrick Garcia moved to consider the agenda and consent agenda. Motion was seconded by Trustee Gloria Sainz.

Roll Call Vote: Trustee Cooksey, aye. Trustee Garcia, aye. Trustee Sainz, aye. Motion carried with all members present voting aye.

Item 2. Unscheduled Correspondence and Public Comments (3 minutes)

Mr. Rick Gutierrez asked the Mayor and the Board if he could request a Special Meeting for Monday at 4:30 to pass the ICIP (Infrastructure Capital Improvement Plan) Resolution. Mayor Ray S. Cordova instructed Ms. Voorbach to instruct the Village Clerk to schedule a Special Meeting for Monday at 4:30 P. M.

Trustee Patrick Garcia Brought up the trees at the cemetery also asking if it would be the village's or the churches responsibility. Mayor Cordova said he would send the village crew to assess.

Item 3. Approval of Final Budget for FY 2013-2014 as per Section 6-6-5 NMSA 1978

Trustee Patrick Garcia moved to approve and was seconded by Trustee Gloria Sainz

Roll Call Vote: Trustee Cooksey, aye. Trustee Garcia, aye. Trustee Sainz, aye. Motion carried with all members present voting aye.

Item 4. Thomas McKean-Friend of Historic Tularosa-Request support
for applying for Capital Outlay funds of $75,000.00, support in adding to the ICIP list

Mr. Rick Gutierrez said it was already on the ICIP list, but they needed to show village support to be the fiscal agent.

Trustee Patrick Garcia moved to approve. Motion was seconded by Trustee Gloria Sainz. Motion carried by all members present voting aye.

Item 5. Eduardo Barraza-Request permission to use 1261 Old Mescalero Road, residential property, as a music recording studio

Mr. Eduardo Barraza passed out some information to the Mayor and the Board explaining that the location of the property is on the corner of Old Mescalero Road and Brittney Lane and is zoned R-1. Mr. Barraza said he is not requesting to have the property rezoned but wants to do personal recordings there. Mr. Barraza has spoken to his neighbors and they see no problem.

Trustee Ronald Cooksey moved to approve, seconded by Trustee Gloria Sainz.

Roll Call Vote: Trustee Cooksey, aye. Trustee Garcia, aye. Trustee Sainz, aye. Motion carried with all members present voting aye.

Item 6. Trustee Patrick Garcia-Request increasing five (5) Police Officers salaries and Chief of Police salary by $3.00 per hour as per Payroll Change Notices

Trustee Patrick Garcia moved to approve. Motion was seconded by Trustee Ronald Cooksey

Roll Call Vote: Trustee Cooksey, aye. Trustee Garcia, aye. Trustee Sainz, aye. Motion carried with all members present voting aye.

Item 7. Dianna Brusuelas-Guilez-Request employees using Vacation Day on Friday, November 29, 2013 the day after Thanksgiving and closing all offices

Trustee Patrick Garcia moved to approve and was seconded by Trustee Gloria Sainz. Motion carried with all members present voting in the affirmative.

Roll Call Vote: Trustee Cooksey, aye. Trustee Garcia, aye. Trustee Sainz, aye. Motion carried with all members present voting aye.

Item 8. Trustee Patrick Garcia-Discuss village building at 608 5th Street

Trustee Patrick Garcia said the village was going to do a little bit more studying on the issue in hopes of knocking the building down and using the area for parking.

Item 10. New Business

Trustee Patrick Garcia suggested that the Board review the weed ordinance. Trustee Garcia feels there is to long a lapse between the warning to cut weeds and citing people into court.

Item 11. Adjourn

Trustee Gloria Sainz moved to adjourn. Trustee Ronald Cooksey seconded the motion.

The meeting adjourned at 7:15.
