Workshop-September 17. 2013

The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, September 17, 2013 at 6:00 P. M. in the Court-Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Trustee Ronald Cooksey
Trustee Patrick Garcia
Trustee Gloria Sainz
Trustee Fred Tyler

Also present was Village Clerk Dianna Brusuelas-Guilez , Chief of Police Chuck Wood and Rick Gutierrez Grants Coordinator.

At 6:07 P. M. Mayor Ray S. Cordova called the Workshop to order asking that all rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

Items presented at the Workshop are the items that will be presented at the Regular Meeting of September 18, 2013 which include:

Consideration of Agenda and Consent Agenda

Unscheduled Correspondence and Public Comments

Approval of Final Budget for FY 3013-2014 as per Section 6-6-5 NMSA 1978

Thomas McKean-Friends of Historic Tularosa-Request support for applying for Capital Outlay funds of $75,000.00, support in adding to ICIP list

Eduardo Barraza-Request permission to use 1261 Old Mescalero, residential property as a music recording studio

Trustee Patrick Garcia-Request increasing five (5) Police Officers salaries and Chief of Police salary by $3.00 per hour as per Payroll Change Notice

Dianna Brusuelas-Guilez Request employees using Vacation day on Friday, November 29, 2013 the day after Thanksgiving and closing all offices

Trustee Fred Tyler addressed some corrections on the minutes

Trustee Fred Tyler thanked Department heads who provided monthly reports.

Trustee Ron Cooksey mentioned the report on overtime pay presented by Village Clerk Dianna Brusuelas-Guilez and felt other policies had to be looked at on overtime.

Trustee Patrick Garcia said the trees at the cemetery behind the Sierra Blanca alleyway are all dead and wondered if maybe during Arbor Day those trees could be brought down and new ones replanted. Trustee Garcia also mentioned cutting the dead trees on Cortez.

Trustee Fred Tyler also mentioned that the trees needed trimming on 1st and Encino and 2nd and Encino.

The weeds in the alleyways were brought up. It was discussed that there is an ordinance which says the property owner is liable for the alleyways right behind their property.

Trustee Garcia asked Rick Gutierrez if he could talk to Kevin Norman of the Highway Department to move Highway 54/70 sign one median up.

Trustee Ron Cooksey said the Utility crew needs to use emergency lights especially when working on the highway.

Mayor Cordova then asked the three kids in the audience to introduce themselves. Ricky Gaston, Tatiana Cordova and Jordan Gaston then proceeded to introduce themselves.

Discussion continued on the village building at 608 5th Street and knocking it down. It was decided to look and see if there was grant money to repair it.

Trustee Gloria Sainz then moved to adjourn the Workshop. Motion was seconded by Trustee Patrick Garcia. Motion carried and the workshop ended at 6:40 P. M.
