Workshop-September 16, 2014
The Mayor and the Board of Trustees of the Village of Tularosa met in a Workshop setting on Tuesday, September 16, 2014 at 6:00 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, N. M.
Present: Mayor Ray S. Cordova
Trustee Patrick Garcia
Trustee Ronald Cooksey
Trustee John 'Ray' Telles
Trustee Robert Sainz
Absent: Village Clerk Dianna Brusuelas-Guilez
Also present was Payroll Clerk Monica Voorbach
At 6:00 P. M. Mayor Ray S. Cordova called the workshop to order asking that all rise and join him in the Pledge of Allegiance to the Flag and the salute to the Flag of the State of New Mexico.
Items presented at the workshop are items that will be presented at the Regular Meeting of September 17, 2014 which include:
Consideration of Agenda and Consent Agenda
Unscheduled correspondence and public comments
John Hays-Requesting a variance to put a motor home as an office on 420 St. Francis Drive
Approval of Final Budget for Fiscal Year 2014-15 as per Section 6-6-5 NMSA 1978
Trustee Ronald Cooksey-Install security cameras at village yard, 2 each, one inside building and one outside building
Trustee Robert Sainz-Set working hours for all employees
Trustee Ronald Cooksey-Bring pavement up to standards on corner of 903 Peach
Trustee John 'Ray' Telles 1) Request to put Michael Gaston on 8 hr/days, Monday-Friday 2) Patrick Wooten to run Solid Waste when Mike is on vacation 3) Patrick Wooten to work with Ralph Monday-Friday excluding holidays
Overtime issue-Choose Option 1; Option 2; Option 3
Trustee Robert Sainz asked for extra police patrol between Durazno and Bosque on St. Francis Drive during school hours.
Trustee Patrick Garcia recognized Mr. Juan Romero and Mrs. Celina Romero. The Romero's had concerns about the sink hole by their property stating the rains caused the hole to get bigger. Mrs. Romero said the field crew had gone to repair it and only made it worse. Mayor Ray Cordova said he would go out there in the morning and look at it. Mayor Ray Cordova also advised that as soon as the money from the appropriation comes in it will be repaired. .
Trustee Robert Sainz mentioned that payroll for the Senior Center staff was held up for a day or two and stated everyone should have pay days the same.
Trustee John 'Ray' Telles mentioned that a resident complained about his water bill, Trustee Telles feels the meter is not being read.
Trustee Patrick Garcia asked about the water ponding on Sacramento Street and wondered if the state highway was going to work with the village on that.
Trustee Ronald Cooksey asked about the village vehicles going home during the lunch hours. Discussion ensued. Trustee John 'Ray' Telles said he got complaints from other employees that they would also like to take company vehicles home.
Trustees Ronald Cooksey mentioned that he would like to place cameras at the yard building. Trustee Patrick Garcia asked Police Chief Wood the cost of the cameras. Chief Wood stated about $2,000.00 each.
Trustee Robert Sainz wanted everyone to recognize that his intention is not to change hours of departments but is requesting employees to have set hours. Trustee Sainz says Susan Flores is the only employee without set hours. Mayor Cordova guaranteed he would have her scheduled hours.
It was commented that Patrick Wooten only work with Solid Waste on Holidays and when Mike is on leave.
The Village Board is looking at three options when dealing with overtime.
Trustee Robert Sainz said vehicles are driving into Higuera Park and a gate should be placed and locked. Trustee John 'Ray' Telles asked what the follow-up was on Mr. Mendez removing debris. Trustee Patrick Garcia asked if there were any more complaints on Officer Diaz. Trustee Garcia said he had a complaint the Officer Diaz parked at the bank parking lot and trailed the people.
The Workshop ended at 7:38 P. M. with a motion by Trustee Patrick Garcia and a second by Trustee John 'Ray' Telles.
