Regular Meeting – September 16, 2015

The Mayor and the Board of Trustees of the Village of Tularosa met in a Regular Meeting on Wednesday, September 16, 2015 at 7:05 P. M. in the Court Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova
              Trustee Patrick A. Garcia
              Trustee Robert Sainz
              Trustee Ronald S. Cooksey
              Trustee John 'Ray' Telles

Also present was Village Attorney Jefferson Rhodes, Grant Coordinator Richard Gutierrez and Payroll Clerk Monica Voorbach.

Absent: Dianna Brusuelas-Guilez, Village Clerk.

At 7:05 P. M. Mayor Ray S. Cordova asked everyone present to rise and join him in the Pledge of Allegiance and the Salute to the Flag of the State of New Mexico.

1. Consideration of Agenda and Consent Agenda

Trustee Ronald Cooksey moved to consider the Agenda and the Consent Agenda.  Motion was seconded by Trustee Ray Telles.

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Garcia, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all members voting in the affirmative.

2. Unscheduled Correspondence and Public Comments (3 minutes)

Chief Dispatcher Patrick Maturino addressed the Mayor and the Board of Trustees saying that the NCIC State Auditor had been there auditing.  The dispatch area has been audited twice and both times received excellent results.  Mr. Maturino acknowledged this Dispatch team.  Mr. Maturino said the dispatch area gets audited every three years.

Trustee Patrick Garcia gave Patrick Maturino congratulations on how he manages his dispatchers and gave Mr. Maturino positive recognition.

Trustee Patrick Garcia asked if the Dispatch area is fully staffed.  Mr. Maturino responded that with the hiring of Adriana Bock yes, but that she is in training and will be sent to the academy for three weeks in March of 2016.

Trustee Ray Telles asked Rick Gutierrez for an update on the fire hydrants.  Rick told Trustee Telles he would have to check with the Maintenance Department.  Mayor Ray Cordova said he did not have an update but would find out the status.  Trustee Patrick Garcia said it was very important because the Fire Inspector would be coming soon.

Trustee Patrick Garcia brought up the stench at the Wastewater Plant and invited all the Board Members to take a ride by there after the meeting so they could see how bad the smell is.

Trustee Ray Telles asked if the village employees pick up on the streets.  Mayor Ray Cordova said yes if the are on the road or right of way, not if they are in the persons property.

Monica Voorbach noted the plaque that Trustee Robert Sainz received from the New Mexico Municipal League as part of completing MOLI (Municipal Officials Leadership Institute) which is a three year course.  Trustee Robert Sainz received a round of applause.

Trustee Patrick Garcia asked about Plateau Communications cell towers.  Village Attorney Jeff Rhodes said Plateau is now American Tower. Trustee Garcia read an article from the Ruidoso news where Capitan's contract included increasing the revenue each 10 year period, with the original offer being $2,400.00 per year, $2,800.00 after 10 years and $,3000.00 after 20 years.  Trustee Garcia said if the village needed a baseline for our negotiations here's one.

3. Information:  Local Government Division certification of Final Fiscal Year 2016 Budget in accordance with NMSA 1978, Section 6-6-2(E)(2011)

No action.

4. Approval of Resolution 2015-2016-10 requesting the Department of Finance & Administration approve revised budget figures for certain line items in the Village's budget for Fiscal Year 2015-2016 for NM Keep Tularosa Beautiful in the amount of $12,000.00

Trustee Robert Sainz moved and was seconded by Trustee Ray Telles.

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Garcia, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all Board Members voting aye.

5. Approval of Resolution 2015-2016-11 adopting an Infrastructure Capital Improvement Plan (ICIP)

Trustee Patrick Garcia moved to approve the ICIP Plan.  Motion was seconded by Trustee Ray Telles.

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Garcia, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion carried with all Board Members voting in the affirmative.

6. Approval of Adriana Bock as police department Dispatcher at $9.00 per hour with a 6 months probationary status

Trustee Patrick Garcia moved to approve Adriana Bock as Police Department Dispatcher at $9.00 per hour with a 6 months probationary status.  Motion was seconded by Trustee Ronald Cooksey.

Roll Call Vote:  Trustee Cooksey, aye.  Trustee Garcia, aye.  Trustee Sainz, aye.  Trustee Telles, aye.  Motion Carried with all Board Members voting aye.

Trustee Patrick Garcia brought up concerns at the school crosswalks and the highway and mentioned to Chief Wood that maybe using the Sheriff's Department or DOT to help since a lot of kids are crossing the highway looking at their phones and not paying attention.

Chief Wood was asked about the wrecked police vehicle.  Chief Wood explained that it was still being repaired by Body Masters in Alamogordo.

There being not further business to come before the Board the meeting adjourned at 7:33 P. M. with a motion from Trustee Ray Telles and a second from Trustee Ronald Cooksey.
